You can give without loving, but you can never love without giving. Quiet minds cannot be perplexed or frightened but go on in fortune and misfortune at their own private pace, like a clock during thunderstorm. What do you think is important to do frm wt you did today?~tough love

Cash withdrawals are changing. Is your business ready? From 1 January 2027, Bank of Uganda’s over-the-counter cash withdrawal limits will apply to accounts at supervised financial institutions: • Individuals: UGX 50 million daily; UGX 250 million weekly. • Corporate/business accounts: UGX 500 million daily; UGX 2.5 billion weekly. These caps do not apply to digital payments such as RTGS and Electronic Funds Transfers. Financial institutions may set lower limits based on customer risk profiles, while BoU may approve exceptions for particular transactions or sectors at the institutions’ request. For cash-dependent businesses, now is the time to review supplier payments, payroll and banking arrangements. How ready are businesses and their customers for this shift? #CEOEastAfricaMagazine #EastAfricaBusinessNews #BankOfUganda #DigitalPayments

Billionaire Tyler Perry gave his own family 60 days to find jobs or lose his financial support. Despite being worth an estimated $1.4 billion, he refused to keep supporting relatives who weren't working. In the video below, Perry explains why he fired his own aunt and later gave other family members an ultimatum after his mother's death. He wanted them to become financially independent instead of relying on his fortune. One aunt regularly called asking for money, and Perry kept sending it until he offered her a job. But she repeatedly called in and failed to show up for work, so he eventually fired her. His mother had also asked him to support other relatives, and he continued helping them while she was alive. After she died in 2009, Perry sent them letters giving them 60 days to find employment or lose his financial support. According to Perry, every relative eventually found a job. He didn't care whether the jobs paid well because he wanted them to earn their own money and have something to feel proud of. Perry also recalled a relative getting angry when he refused to hand over $1 million. He believed that continually giving money to people who refused to work was making their dependence worse. A billionaire who could afford to support his entire family chose to make them earn their own living. If you had $1.4 billion, would you keep supporting unemployed relatives or give them the same 60-day ultimatum?

IF YOUR SAVINGS AND LIVELIHOOD DEPEND ON A HOTSPOT, YOU DESERVE A CLEAR EXPLANATION OF THE RULES. Internet resale is a licensable activity. The issue is providing the service without the required authorisation and arrangements. WHAT LAW APPLIES? Section 22 of the Uganda Communications Act, 2013 requires a Commission-issued licence to provide telecommunications services. Under Section 78, providing or operating a telecommunications system or service without a licence is an offence. Upon conviction, the offender may be fined up to 96 currency points (UGX 1.92 million), plus an additional fine of up to UGX 300,000 for each day or part-day the offence continues after conviction. Courts impose these penalties through proceedings; they do not apply automatically. The Uganda Communications (Licensing) Regulations, 2019 set out the licensing framework. The Public Service Provider licences include capacity resale, with regional and national categories. The appropriate authorisation depends on the operation’s activities and scope. WHY DOES THE ISP’S LICENCE NOT COVER THE BUYER? Because buying a service and independently providing a service are different roles. The ISP is authorised to provide connectivity under its licence. If you then establish your own business, sell vouchers, set prices and serve paying customers, you are engaging in a separate service-provision activity. Your subscription receipt does not transfer the ISP’s licence to that business. Likewise, an ISP’s permission to resell covers the supply agreement; it does not, by itself, establish regulatory authorisation. DOES EVERY HOTSPOT SELLER NEED AN INDIVIDUAL LICENCE? That shouldn’t be assumed. An independent reseller is different from a properly established agent operating under an authorised provider’s arrangement. A licensed company may have hotspot owners as authorised agents. @UCC_Official must confirm whether a specific arrangement meets the requirements; simply calling yourself an “agent” isn’t enough. WHAT ARE THE ALLEGED OFFENCES? The central allegation is the unlicensed provision of telecommunications services. Any equipment, spectrum, installation, or other violations require their own applicable provisions and supporting evidence. A router, captive portal, or shared connection alone does not establish every alleged violation. WHY REQUIRE AUTHORISATION? It identifies who is responsible for the service, the applicable technical standards, how customer complaints are handled, reporting obligations, and lawful security requirements. Equipment type approval and permission to use another owner’s infrastructure are separate requirements that also apply. Operators deserve proportionate requirements and practical guidance. A lawful pathway should preserve affordable access and viable livelihoods while ensuring customers know who to contact when something goes wrong. #Tulinamwe
PUBLIC WI-FI OPERATIONS Earlier today, Uganda Communications Commission (UCC) announced an enforcement exercise targeting illegal resellers of public Wi-Fi services across the country. The exercise follows consultations with key stakeholders, including telecommunications operators, @URAuganda and members of the Wi-Fi Hotspot Association, on the regulatory challenges associated with the resale of public internet services. Unlicensed providers are reselling internet access without the required authorisation, raising concerns about standards, consumer protection, fair competition, government revenues, network and infrastructure safety. Under the Uganda Communications Act, no person may provide telecommunications services to the public without a licence issued by the Commission. Addressing journalists at UCC head office earlier today, @UCC_ED said a nationwide enforcement exercise will involve identification and take-down of illegal installations and seizure of routers and related equipment. He encouraged all illegal operators to immediately cease operations and advised consumers to use internet providers licensed by UCC. #ConnectedUganda2030 @MoICT_Ug @azawedde @JulesMweheire @Bbossa
