गगन थापाले ५५मा राजनीति छोड्ने नछोड्ने भन्दा ठुलो कुरो देशको policy राम्रो हुनु हो।नेताहरु आउँछन् जान्छन,तर पुराना खत्तम policyलाई राम्रो policyले परिवर्तन गरम।संसदमा २/३ mandate भएको सरकारले massive policy reform लिएर आउनु पाएको छैन, गगन थापा राजनीतिमा हुनुनहुनु खासै मतलब हुन्न।
सरकारको समर्थकहरुले अरुको खिसी गर्नु भन्दा सरकारको राम्रो काम र गर्न चुकेका काममा focus गरम।संसदमा २/३ mandate गगन थापाले पाएका थिएनन्; उनको खिसी गरेर time waste गर्नु भन्दा, problem solve गर्न तिर लागुम । हुन त दिएको suggestion सब रद्दी टोकरीमै फाल्ने गरेको छ जस्तो छ ।

Government must find culprit for the cause of this lives lost and put them behind the bar. Its really sad no one is behind the bar yet. Why is government not taking any action?
नेपालको हालको policy अनुसारको कर्मचारीतन्त्र (bureaucracy) भन्दा राम्रो त AI ले चलाएको कर्मचारीतन्त्र (bureaucracy) होला ( नेपाली जनतालाई )। process र policy जति सब कर दातालाई दुख मात्रै दिने खालका छन्, पिर भने गाई हुने रे।
मनुष्य गाई हुँदैछ!
आजकल निकै प्रख्यात भइरहेको एक वक्ता, लेखक, इतिहासकार Yuval Noah Harari ले एआईबारे सतर्क गराएको एक अन्तर्वार्ताको एक अंश:
“गाईलाई थाहा छ कि मनुष्यहरु छन्, किन कि उस्ले हामीलाई देखिरहेको छ। तर, गाईलाई पैसा के हो थाहा छैन। मैले एक गाईलाई बेचेर पैसा मेरो बैंक एकाउन्टमा जम्मा हुन्छ। तर, यो किनबेच गाईलाई अदृश्य (invisible) हुन्छ। Animal Rights Activist हरुले पनि गाईलाई सम्झाउन सक्तैन। किनबेचले गाईलाई असर परिरहेको भएपनि पैसा भनेको यो हो, शेयर मार्केट भनेको यो हो, bond market भनेको यो हो भनेर गाईलाई कसरी सम्झाउने?
अहिले के भइरहेको छ वा निकट भविष्यमा के हुँदैछ भन्ने सम्बन्धमा एआईले रोबट बनाएर रोबटले सडकमा आएर हामीलाई गोली हानेर मार्न आउँदै छ भनेको होइन। एआईले हाम्रो आर्थिक/वित्तीय प्रणाली (financial system) र कर्मचारीतन्त्र (bureaucracy) लाई नियन्त्रणमा लिन लागेको छ भनेको हो। एआई एक कर्मचारीतन्त्र रूपी जीव (bureaucratic native) हो। सम्पूर्ण कर्मचारीतन्त्र एआईको नियन्त्रणमा जाँदैछ। मनुष्यले कर्मचारीतन्त्र आविष्कार गरेको ५/१० हजार वर्ष मात्र भयो त्यसैले हामी कर्मचारीतन्त्र भन्दा लाखौँ वर्षले जेष्ठ हो। त्यसैले कर्मचारीतन्त्र हामीलाई कठिन लाग्छ। मानवजात जन्मेको जंगलमा हो, कार्यालयमा होइन। त्यसैले कर्मचारीतन्त्र हाम्रो लागि अपरिचित (alien) हो। तर, एआईको लागि कर्मचारीतन्त्र आफ्नो घर हो, किन कि एआई कार्यालयमा जन्मेको हो।
कुनैपनि बैंकर (banker) ले सम्पूर्ण बैंक कारोबार सम्झन सक्तैन, तर एआईले सक्छ। एआईले बैंकको अत्यन्त जटिल वित्तिय, कानूनी तथा बैंक कारोबार प्रणाली निर्माण गर्नसक्छ, जुन हामीले बुझ्नै सक्तैन, जसरी गाईले हाम्रो आर्थिक प्रणाली बुझ्न सक्नैन। आउने १०/२० वर्षमा हामीलाई नियन्त्रण गर्ने एआईले निर्माण गरिदिने आर्थिक प्रणाली हामीले नै बुझ्न सक्तैन, जसरी गाईले हामीले बनाएको आर्थिक प्रणाली बुझेको छैन। हामी भविष्यको गाई हो।”

कि सरकार प्रश्न सँग भागेको हो कि process खत्तम हो | कस्ले सुधार गर्ने ?
