All the predictions of totally empty shelves and a second Great Depression ended up not coming to fruition because virtually none of the “tariffs will be a disaster” crowd considered the monetary side of the equation. The Dollar is the global reserve currency and America’s position at the center of the entire world’s economy meant that foreign capital continued to flow into Dollar-denominated assets, which helped finance American consumption in spite of the tariffs. The same curse that hollowed out the Rust Belt and shipped the factories to China and Mexico in the first place also prevents America from running out of money to continue importing goods from the rest of the world.
