- 1999 Clinton: At least 4 GOP House members (Shadegg, Schaffer, Barr, Tancredo) skipped it post-impeachment.
- 2012 Obama: Rep. Doug Lamborn (R-CO) boycotted over policy disputes.
- 2022 Biden: At least 8 Republicans (Sens. Rubio, Hawley, Cotton; Reps. Clyde, Roy, Good, Massie, Rosendale) skipped over COVID testing rules.
- 2023 Biden: Rep. Mary Miller (R-IL) boycotted, calling it listening to "lies."
It's happened in at least 4 different years.
