Tropical Storm Rafael has formed in the Caribbean and is just south of Jamaica. Rafael is expected to strengthen to a hurricane as it enters the Gulf of Mexico, but conditions will likely weaken it as it approaches the northwestern Gulf Coast.

A disturbance in the Caribbean has been designated PTC18 and forecast to become TS Rafael within the next 24 hours. While conditions are not conducive for significant strengthening, everyone from the FL Panhandle to Texas should prepare for impacts as early as this weekend.
