Arrogance is not a substitute for Wisdom. This is only the beginning of more trouble in that Parliament. There are things which no man can manipulate. As long as the corruption cancer in Parliament is not addressed, it will be buried under garbage very soon. Watch this space!

Is @NRMOnline trying to create a parallel civil service? During the last campaigns it gave more powers to its District Chairmen. Now it is planning to allocate funds to facilitate its District staff to 'monitor govt programmes'. Will the funds be drawn from the consolidated fund?

As the debate on who will lead Uganda next heats up, we must look beyond vague promises and focus on fixing the real problems of the last forty years.

Does this lend credence to the perception that the richest people in Africa are politicians and not businessmen? Is this why political jobs are rising exponentially as businesses no longer have capacity to create gainful employment?👇

The kind of karma that governs Uganda is something to be feared. Retired Lt. Gen. Peter Elwelu, now pursued by Chief of Defence Forces Gen. Muhoozi Kainerugaba over allegations of rebel activity – charges he denies - has gone into hiding, "fearing for his life". In November 2016, Elwelu, then a brigadier, commanded the military assault on the Rwenzururu Kingdom palace in Kasese, allegedly for its support of eastern DR Congo-based Ugandan rebels. The operation left over 150 people dead, with estimates placing the toll around 153, including royal guards, civilians, women, and children. On May 19, 2021, Elwelu provoked widespread outrage during a press conference by declaring that the Kasese victims "deserved death." Defending the brutality of the raid, he insisted, "Uganda is peaceful because of my actions in Kasese." When challenged on local backlash and the US visa sanctions slapped on Ugandan officials over human rights abuses, he brushed off international concern: "To hell with them." He had previously branded the Kasese victims "witches" shortly after the 2016 massacre. If Elwelu is cowering in fear today, he might pause to reflect on the sheer terror felt by those defenceless women and children in Kasese. Perhaps he now wishes he possessed the powers of a Harry Potter wizard to vanish into thin air before Muhoozi tracks him down. We must still wish Elwelu fair treatment and due process under the law. Yet there is no escaping the poetic justice of a man who once handed down merciless destruction now finding himself hunted, learning the hard way that the wheel of retribution too often turns full circle. monitor.co.ug/uganda/news/na…

Prof. Ephraim Kamuntu has detonated the mother of all bombs. Mandatory DNA tests to determine the paternity of unborn babies? This is like lobbing teargas into maternity wards🤣. But the Luo say “PATERNITY IS A MATTER OF FAITH. MATERNITY IS A MATTER OF FACT.” Now cometh the question of surrogate mothers, fathers and babies! In this age and era a DNA test is no silver bullet! Let the debate begin.

OO @OfwonoOpondo , in other words, by implication, the Leaders, Ministers and some @NRMOnline CEC members , without the due position of the Party OR guidance, have moved a vote of NO CONFIDENCE in their own President and Chairman. Unbelievable 🤨

.@OfwonoOpondo: It is for the good of the NRM and those jostling for power to be seen to be respecting the rule of law and the procedures, especially if you are seeking to replace President Museveni, because he is the most tolerant. #TheCapitalGang #NBSUpdates

I agree. What can motivate the state to opt for a nolle prosequi is the rotten egg that a dismissal or an acquittal will throw on its face. Whereas the state can reinstate a case after entering a nolle prosequi, I am not aware of any major case reinstated by this govt. Any idea?
The prosecutor may request judge Baguma for nolle prosequi to end the current legal proceedings but that is not an acquittal it signals that the case may be prosecuted again if they get new evidence. It would leave the state an opportunity to strike again. Even then the headline states that ‘Justice Minister Norbert Mao says there are “quiet discussions” underway to have Dr Kizza Besigye and Erias Lukwago released from prison on the president's directive!’ The proposed solution is ‘political’ outside court proceedings and offered via the executive branch rather than the judiciary. The solution is framed like a political shortcut to a pardon for a man that has not been convicted, a man who has not asked to be pardoned. KB has been denied bail four times but still insists on taking the constitutional route. He is still asking that court grants him bail so that he can see to his medical condition and then he wants to return to face the law in a fair trial. So the question is: If there is an available solution through court, embedded in the constitution as a defendant’s right to bail; why is the executive branch of the state contorting itself in political gymnastics to release Kizza Besigye? Has M7 suddenly developed a conscience that moves him to release a man accused of trying to kill him? Only four months ago he blasted the court for being slow in starting to hear the case of his would be killer! They are setting aside the judicial process in order to mop up a scheme that has gone so wrong because there is not enough evidence to convict KB - and they know it.

I appreciate that distinction. But the petitioner did challenge the reliability of the recount figures. My difficulty is with the reasoning that follows. At paragraph 96, the Judge expressly found that proceeding with the recount after discovering compromised electoral materials constituted non-compliance with electoral law. At paragraph 101, he nevertheless treated the resulting recount certificate as the operative and uncontroverted record of the election. The question is whether the petitioner was required to identify specific invalid votes within the recount, or whether the established defects in the integrity of the electoral materials were themselves relevant to the reliability of the resulting figures. I accept that the petitioner retained the burden of proving substantial effect. But I would distinguish between proving that particular votes were wrongly counted and proving that the recount process was so compromised that its figures could not safely be relied upon. The Judge found the latter process unlawful but did not, in my view, sufficiently explain why its resulting figures remained reliable. That is the point on which I think the judgment is open to debate.

Did the Courts choose to completely embrace illegality as long as a vague substantiality test isn’t met? Because I’m really struggling to understand how this Judge admits to a recount being illegal but then upholds its results. Wasn’t it the recount that upended a declaration of Ms Rose Nalubowa a winner by the @UgandaEC?

Fellow citizens, I have seen some reports in the media about the on-going validation exercise of the staff of the Parliamentary Service. There is no panic. There's bliss! For fairness and transparency, I requested the assistance of Head of Public Service because Parliamentary service is indeed Public Service . It is not the interest of the new leadership of Parliament to see anyone lose a job. The nation should not overthink this. Everyone should take it easy and keep serving. I would like to assure the country that this exercise is a normal process. What we are doing is a simple exercise of restoring morale ,intergrity and sanity in the parliamentary service. When you are called a senior, you should actually be a senior. When you are a principal, you should actually be a principal. You can become a director whether you joined in 2024 or 2026, but it must come with the right qualifications and experience. Think of public service as a race. Everyone should begin from the same starting line and run fairly to the finish. That is all this validation seeks to ensure. I grew up through merit. I did interviews from the entry point and was shortlisted among many. I had no god parent in public service God was instead, my parent. I know it is possible to grow. And as Parliamentary Service, we are taking the lead on this. I, therefore, appeal for patience and all staff should remain calm and go about their activities normally.

Do Ugandans have powers over public servants or is it the other way round? Why does it take Ministers to run after thieving public servants using information they get late from citizens?.Can't Parliament & LC5/LC3/LC1 Councils be empowered to follow all public funds in REAL TIME?

This afternoon, Hon. @norbertmao, Minister of Justice and Constitutional Affairs, officiated at the opening of the Great Lakes Regional Conference on Localization and Integrated Mental Health, Psychosocial Support (MHPSS), and Peacebuilding, held at Munyonyo Commonwealth Resort, Kampala. The minister also delivered the keynote address, reflecting on Uganda’s journey from conflict to recovery and the importance of strengthening community led approaches to healing, reconciliation, and sustainable peace. Held under the theme “Beyond Specialist Care: Community-Based Socio-Therapy as the Future of Sustainable MHPSS and Peacebuilding,” the conference brings together key stakeholders from across the Great Lakes region to explore practical approaches to mental health support, community resilience, and peacebuilding. The conference underscores the importance of empowering communities to overcome the legacies of conflict, rebuild trust, and foster lasting peace and social cohesion.
