Dr. Ashish Routray, Scientist-G, NCMRWF, MoES, participated in the roundtable discussion on “Extreme Heat as a Systemic Risk: Financing and Institutional Response in India”, held on 21 August 2026 and organized by the Climate and Sustainability Initiative (CSI), India.
The roundtable brought together policymakers, government institutions, researchers, and practitioners to exchange perspectives on the evolving nature of heat risk, effective implementation and institutional coordination, long-term heat resilience, and the role of public finance in strengthening these efforts.
Clean energy technologies are becoming cheaper. But for many small island states, financing them remains a major barrier. In her guest blog for CSI, @DeepaPullani examines why the cost of capital matters for an affordable, reliable energy transition ahead of #COP31.
#COP31 offers an opportunity to turn commitments into practical financing solutions. @DeepaPullani explores how guarantees, local-currency lending, concessional foreign-exchange facilities and blended finance can help lower financing costs and make clean energy more accessible.
A just energy transition depends not only on cheaper technology, but also on whether countries can finance it on fair terms.

#CSIPolicyBrief | What happens to a bank when its borrowers are exposed to extreme heat?
The impact of heatwaves, which are now occurring more frequently and with greater intensity, is being felt throughout the economy in the form of falling productivity and incomes....
...adequately, establishing early-warning systems and developing scalable heat insurance. In a world where temperatures are rising, financial resilience will have to rely not just on reacting to climate shocks but also on anticipating and preparing for them.

#CSIInsights | India's banks are reporting green finance. So why can't we compare their numbers?
