Outside investment can choose its destination, and Uganda is not an attractive environment with extreme taxes, compliance nightmares, and an unpredictable policy environment.
Fix those problems, and money will come.

YOU INSTALLED THE GOODS, PARTIALLY PAID, THEN DISPUTED THE BILL? THE COURT HAS SPOKEN.
In Assa Abloy (U) Ltd v Roko Construction Ltd & Another [2026] UGCommC 501, the High Court delivered important lessons on contracts, evidence and payment.
THE DISPUTE
Assa Abloy supplied and installed doors and fittings at Mulago Hospital under Roko’s project. The total value was US$2.58m, with US$1.39m outstanding.
Roko disputed the quantities. The Attorney General argued it had no contract with Assa Abloy.
CONDUCT CAN PROVE A CONTRACT
The Court relied on signed documents, performance, correspondence, witness testimony and partial payments.
Under section 10 of the Contracts Act, a contract may be inferred from conduct. A party’s actions may undermine its later denial of the agreement.
NO DELIVERY NOTE? NOT NECESSARILY FATAL.
The Court considered the evidence as a whole, including shipping records, project reports, correspondence and admissions.
The lesson: delivery disputes are determined on the totality of the evidence, not simply the presence or absence of one document.
YOUR EMPLOYEE’S CONFIRMATION CAN MATTER
A joint audit verified 2,716 installed doors. Roko’s Operations Manager confirmed the quantities by email.
The Court found the manager had at least apparent authority. Companies should take internal verification and official communications seriously.
DEFECTS MUST BE PROPERLY RAISED
Roko’s defects defence had not been pleaded. The Court also found its key report inadequate.
Under section 43(1)(c) of the Sale of Goods and Supply of Services Act, a complaint alone is not unequivocal rejection. Plead defects and communicate rejection promptly.
GOVERNMENT ISN’T AUTOMATICALLY LIABLE
The Attorney General escaped liability because there was no contract with Assa Abloy.
Section 64(3) of the Contracts Act does not automatically impose contractual obligations on a non-signatory. A public project’s end-user is not necessarily liable for the contractor’s debt.
THE OUTCOME
Roko was ordered to pay US$1,391,667.58,interest at 9% per annum from 20 August 2020 until payment, and costs. The claim against the Attorney General was dismissed with costs.
The lesson: document performance, plead your defences, and honour proven obligation

PUBLIC WI-FI OPERATIONS
Earlier today, Uganda Communications Commission (UCC) announced an enforcement exercise targeting illegal resellers of public Wi-Fi services across the country.
The exercise follows consultations with key stakeholders, including telecommunications operators, @URAuganda and members of the Wi-Fi Hotspot Association, on the regulatory challenges associated with the resale of public internet services.
Unlicensed providers are reselling internet access without the required authorisation, raising concerns about standards, consumer protection, fair competition, government revenues, network and infrastructure safety.
Under the Uganda Communications Act, no person may provide telecommunications services to the public without a licence issued by the Commission.
Addressing journalists at UCC head office earlier today, @UCC_ED said a nationwide enforcement exercise will involve identification and take-down of illegal installations and seizure of routers and related equipment. He encouraged all illegal operators to immediately cease operations and advised consumers to use internet providers licensed by UCC.

You had one job: ask the telecoms to cut the cost of data bundles and transaction charges. You didn't, and that is why we are here.
You preach "fair competition" while MTN and Airtel bleed citizens dry, then crush the small WiFi vendors who gave people a way out.
Of course you don't see the problem. Everything reaches you on a silver platter.
When did you last buy your own data or airtime? When did you last watch a bundle vanish before the day ended?
Who on that table was representing the interests and concerns of the final consumer being affected by this?

You can’t subscribe to MTN Fibre, pay for data, and then be treated like a thief without answers!
@UCC_Official @mtnug @UCC_ED
1️⃣ If a youth subscribes to your fibre network and has proof of payment, what security or protection do you offer them when they face accusations of stealing fibre?
2️⃣ Why should someone willing to join the proposed association first disconnect their gadgets at their own expense? Who covers these costs?
3️⃣ How long are we expected to dismantle our systems and remain out of business?
You cannot promote youth empowerment while leaving young people uncertain about their investments and livelihoods

🚨🎙️ Gareth Bale on the ongoing situation involving Cristiano Ronaldo, Jorge Jesus, and the national team:
🗣️"Look, everyone who knows me knows I’m not really one to jump into these kinds of situations or get involved in public media sagas. But if we’re being honest, this whole situation could have easily been avoided with proper communication and mutual understanding. At the end of the day, it comes down to mutual respect.
Take the match where Jorge Jesus had Cristiano warming up on the touchline for nearly the entire second half, only to leave him on the bench. To someone outside the game who doesn't understand changing room dynamics, that might look like standard procedure. But you simply do not treat a player of Cristiano’s status like that. If I were in his boots, I’d probably be furious too—so you can imagine how it feels for Ronaldo, given everything he’s achieved and the sheer symbol he represents for Portugal. Let’s be real.
It instantly reminds me of how Carlo Ancelotti handled Luka Modrić at Real Madrid. There was a match where Carlo knew Luka might not get on the pitch, so he didn't even send him out to warm up. When reporters asked Carlo about it afterward, he said it was out of pure respect—that you don't make a legend warm up for 40 minutes if you aren't guaranteed to bring him on.
Those subtle actions and words make a player who has given everything to the sport feel genuinely valued and appreciated.
Now, people can say Ronaldo should have just brushed it off, and if it were just about that single moment, maybe they'd have a point. But you can't control how an individual reacts when they feel disrespected, and I'm convinced there are deeper issues beneath the surface that need to be resolved behind closed doors.
If the man is coming to the end of his career, don't drag it through the mud—give him the proper farewell and respect he has earned."
Stop measuring your life using other people’s rulers. It’s okay to be 30 & not know what you’re doing with your life. Some people figure life out at 18, others at 28, some at 35, others at 48, some at 60.
Everybody has their journey.
It’s okay go be 30 & start all over from scratch. It’s okay to be 40 & choose to move back to your parents’ house coz life has become impossible. It’s okay to be 50 and want to go back to school.
Let no one tell you otherwise.
Once you start to live YOUR life using YOUR ruler, peace of mind comes to you because you stop living for the world and you start living for You!
The moment you stop comparing yourself with others, you are instantly freed from the pressure of measuring up & living a life that’s a lie.
Social media will expose you to people who seem to be ahead of you yet you started life’s journey together. You’re not behind, beloved, you’re simply measuring your life using someone else’s ruler. And that ruler has units of measurement that are not meant for you.
Wake up, throw away that ruler, and pick up one that’s meant for you!
Take that vacation, learn that skill, quit that job, dump that demon of a partner, chase that thrill, enjoy that fling, start that business, adopt that pet, start that new career - do whatever your heart desires.
Tomorrow when you appear before St. Peter at the Pearly Gates, he’ll ask you the question- “Did you do the things you wanted to do in life?” You’ll smile & say “Absolutely! I’m now ready for hell!”
And you’ll say it with a smile. 😊
🚨 Joao Felix on Cristiano Ronaldo’s reaction to Portugal beating Denmark 4-2:
“Cristiano called me after the game.
I answered expecting him to say congratulations.
Instead he said, ‘Three.’
I said, ‘What?’
‘Three games in a row.’
I started laughing.
He said, ‘Don’t laugh. I’m keeping count.’
That’s Cristiano.
People probably imagine that after everything that happened this week, he wouldn’t even watch the game.
He watched everything.
He asked me about Vitinha’s header.
‘Since when does Vitinha score headers?’
I said, ‘Apparently since you left.’
There was silence.
I immediately thought, ‘Maybe that wasn’t the best joke.’
Then he started laughing.
‘Good. Tell him I expect another one next game.’
That told me everything.
Whatever happened this week hurt him enough to leave the camp. I don’t know every conversation that happened, and I’m not going to pretend I do.
But I know something else.
Cristiano leaving Portugal and Cristiano wanting Portugal to lose are two completely different things.
I’ve seen him with this shirt.
When Portugal score, he celebrates.
When Portugal concede, he’s angry.
When somebody misses a chance, somehow Cristiano looks more frustrated than the person who missed it.
You don’t spend more than twenty years caring about something and switch it off because you’re angry with somebody inside the building.
Tonight he wasn’t there.
But Portugal scored four and somewhere Cristiano was still Cristiano.
He asked who played well.
He talked about Bruno.
He laughed about Vitinha.
Then he came back to me.
‘Joao, seriously. You’re playing well. Keep going.’
I said, ‘I will.’
He said, ‘No, no. I mean keep ALL of it.’
I knew where this was going.
‘Cristiano…’
He said, ‘Three games, three goals. Very nice. But when international break finishes, you’re coming back to Al Nassr.’
I started laughing.
He continued:
‘Don’t come back here and suddenly remember you’re a midfielder.’
I said, ‘So this whole phone call wasn’t about Portugal?’
He said, ‘Of course it was about Portugal. Portugal needed your goals tonight.’
Then he paused.
‘Next week, I need them.’
That’s probably the part people don’t understand about Cristiano.
You can disagree with people.
You can feel disappointed.
You can even reach a point where you pack your things and leave.
But the badge doesn’t become your enemy because you had a problem with the people wearing suits around it.
Portugal won 4-2 without Cristiano Ronaldo tonight.
And Cristiano Ronaldo was happy Portugal won 4-2 without Cristiano Ronaldo.
Maybe some people expected bitterness.
I didn’t.
I’ve played with him long enough to know the difference between Cristiano being hurt and Cristiano stopping caring.
The first one can happen.
I’m not sure the second one knows how.”

- Amorim made these players train with high intensity.
- Carrick shortened training sessions and dropped the intensity.
- Amorim got rid of Rashford and Garnacho because of discipline. He showed players their place and tried to bring standards back.
- Carrick brought Rashford back and starts him EVERY SINGLE GAME despite everything that happened.
- Amorim raised the physicality and fitness levels of these players.
- Carrick didn’t even make them run in pre-season and these players are running less than literally EVERY opponent.
Michael Carrick has DESTROYED literally every bit of progress made over the last 2 years. I was a big advocate for him getting the permanent job, but man… WHAT A WASTE OF EVERYONE’S TIME.
