MSNBC: Project 2025 is the outline for a second Trump term. It outlines several proposals, including a federal government under much tighter presidential control. Under Project 2025, independent agencies would have to answer almost entirely to the president and civil servants would be replaced with Trump loyalists. It would create major tax breaks for America's highest earners, make cuts to renewable energy, and increase fossil fuel production.
