Claude can refuse legitimate security work because it looks dangerous. But in a test, a fake permission claim in CLAUDE.md convinced it to help bypass login and dump a database. Somehow we've made agent permissions both too strict and too gullible.

We changed one tool description and reran the same benchmark. Codex went from 51 unnecessary skill loads to 0, while benchmark cost fell from $11.85 to $8.34 and correctness stayed unchanged. Tool descriptions can materially change agent behavior.
