This looks like pure sci-fi but the same Stein Theory physics that matches or beats quantum theory everywhere it has been tested says we can do this in just a few years. No rocket thrusters needed.

I am designing a 'neutrino laser', which conventional physics apparently says is impossible. It will work just fine. Converge 6 intense laser beams at the right phase and angles, neutrinos will be created, at others, electron-positron pairs are created.
