This is on the supermarkets.. if they don’t allow people to buy silly amounts then they wouldn’t have empty shelves. DON’T ALLOW CHANCERS TO STRIP SHELVES. Offer a shopping service for NHS and emergency services. They call up with their list, you get it ready- they pick it up..
