I spoke with the President of the European Commission, @vonderleyen. A very productive conversation. I thanked Ursula for the attention to Ukraine and security issues in her annual State of the Union Address. The initiative to use the remaining SAFE funds to finance new defense projects by Ukraine and the European Union is very timely and truly necessary. It is important to implement it. Of course, we are also ready to cooperate on other security proposals that can strengthen all of Europe and each of our countries. We discussed the steps needed to ensure our defense resilience. In great detail, we discussed the issue of financing Ukraine’s defense. We are preparing a solution to this problem and agreed to meet in New York on the sidelines of UNGA. Thank you for the support!

Commander-in-Chief of the Armed Forces of Ukraine Mykhailo Drapatyi delivered a report. Importantly, there is another positive result from testing interceptors against jet-powered “shaheds” – a successful shoot-down. I thank all the developers and our warriors. We will scale this up. Step by step, we are finding answers to Russian threats and creating our own Ukrainian means of pressure on the enemy. We are preparing new active and long-range operations. I also want to recognize all the units carrying out missions on the front. In the Donetsk region, there is the momentum we need. In the Kupyansk sector, we are preparing reinforcements. In the Oleksandrivskyi sector, we are destroying the occupiers’ positions. The 82nd and 95th Separate Air Assault Brigades deserve our special gratitude for their results over these past days. We are proud of you, warriors! Glory to Ukraine!

Thank you, @alexstubb, for your support and our joint work. Alex and I discussed the support package prepared by Finland. It is a very strong package. We also exchanged views on the key issues currently on Europe’s agenda, as well as on the diplomatic situation and all the prospects in great detail – with the American team, the opportunities in Europe, and our bilateral prospects. Thank you, Finland, and thank you, Alex, for your consistently just position.

I saw a real missile made by North Korea in Ukraine. I did not see a Chinese missile. But I know that their technologies get to Russia. The machinery they use comes from China, likely along with smart people and technologies. I don’t see China pushing Russia to stop the war. I never saw that. Maybe they do that during some of their bilateral meetings. I don’t know. But I think that they have huge influence over Russia, especially now, when there are a lot of sanctions, the shadow fleet, and cut-off energy and banking systems. Of course, China can find a way to push Putin toward negotiations. I’m sure, but they didn’t do it. And if you can and don’t, is it support or not? It’s a pity that China is not on our side in this war, politically. It’s not even about weapons. It’s about political will. And it’s a pity because this war can be stopped immediately by strong leaders, including China. It’s a pity that they are not on our side. But that’s not the problem. That’s a pity. The problem is that they are not in the middle. Because they are a little bit more with Russia. And for them to be a little bit more with Russia – I mean, not to give weapons directly, but to be more open to them, more helpful to them than to us – for such a big country, a little bit is a lot. North Korea sent between 30,000 and 50,000 soldiers to Russia. Russia let them learn about real warfare and train. Not in a digital simulator, but in real life. It wasn’t expensive for North Korea. They could have done it only here: deploy, learn, and go back. Without major losses, other than when they decided to fight us directly during the Kursk operation. So they then decided not to move into Ukrainian territory to avoid major losses. But they learn, they work with drones and drone operators, train with them. This is a big problem, even more so for security in the Pacific. From an interview with NHK. (2/3)

Of course, we very much want to build mil-tech cooperation between Ukraine and Japan. G2G, but also B2B, as now more than 70% of the defense industry in Ukraine is in the private sector. I think we can increase our trade turnover, especially if we focus on the defense-industrial base. I do know there are differences between our legal systems. But in my view, when we speak about defense, there are no neutral nations. Sometimes, you don’t even have a big army, but you need a big defense sector, because it is about sea monitoring, intelligence and demining drones, and, of course, air defense and cybersecurity, as well as food security. I think that we can be useful to each other. We wanted to have a Drone Deal with Japan. Perhaps you will need some defensive equipment. This is, of course, up to Japan to decide. Again, we are thankful for all the support. From an interview with NHK. (1/3)

Today, a government delegation from Slovenia is in Kyiv, together with representatives of their leading companies. I met with Minister of Foreign and European Affairs @TKajzer and Minister of Defense Valentin Hajdinjak. Our countries are working on the Drone Deal, and we discussed the first results and joint defense projects that we can implement. We talked at length about Ukraine’s future as part of a united Europe, security in our region, and Russia’s constant attacks. I thanked Slovenia for its $50 million contribution to PURL and for all its support. We are deeply grateful for this respect shown to all our people and to our warriors who gave their lives defending Ukraine and all of Europe. Today, together, we honored their memory with a moment of silence…

I thank our warriors, who make Russia feel the war every day. Last night, in a joint operation by the Security Service of Ukraine, the Unmanned Systems Forces, the Defense Intelligence of Ukraine, and the Foreign Intelligence Service, the Yaroslavl oil refinery was hit. The Security Service also carried out a precise strike on a military airfield in Rostov – the damage to an An-12, two An-26s, and three helicopters has been confirmed. There have also been good results in the Black Sea. Every day, we respond to aggression. Russia must choose peace.

I congratulate our first responders, our civilian heroes, on their professional holiday. The State Emergency Service of Ukraine is a truly strong, courageous, and professional system that works, that is well organized, and that guarantees Ukrainians reliable protection. 56,000 professionals, including more than 10,000 women – these are people who care about what happens to others, and all of this truly is extraordinary service to goodness and humanity. Since the start of the full-scale war, nearly a thousand first responders have been honored with Ukrainian state awards, and six first responders have been awarded the Golden Star of the Hero of Ukraine – two of them posthumously. I ask you to remember each and every one – all the first responders who gave their lives protecting the lives of others. Thank you for saving lives and rescuing our people! Glory to Ukraine!

With House passage of the Lindsey Graham Sanctioning Russia and Iran Act of 2026, House and Senate Republicans are placing maximum pressure on Vladimir Putin and the Russian war machine. This legislation strengthens economic sanctions against the Russian government, its financial institutions, and the foreign governments that aid Russian aggression against Ukraine by purchasing cheap Russian oil and gas and helping the Kremlin evade other sanctions. For too long, Putin has bankrolled this devastating war with money and resources from countries willing to look the other way, and today, that ends. This bill sends a powerful message of American unity and gives the Administration every tool in the toolbox to help bring this war to a just end, and we are proud to send it to the President’s desk.

It is symbolic that the U.S. House of Representatives passed the Lindsey Graham Sanctioning Russia and Iran Act on the night of yet another Russian attack on Ukraine with ballistic and other missiles and drones. Once again, civilian infrastructure was targeted, with damage reported in eight regions. The Russians struck energy infrastructure in the Sumy and Odesa regions. In Kyiv and Odesa, ordinary residential buildings were hit. More than 10 people were injured, including children. Some were hospitalized. There were fires in many communities. The Lindsey Graham bill, along with other strong sanctions steps by our partners against the source of this war – against Russia – is an extremely powerful tool that can stop this terrorist war and bring Russia to the point where it has to make peace. Sanctions must be strong so that all efforts for peace – including our joint diplomatic efforts with the United States, Europe, and our other friends – can succeed. I thank the members of the House of Representatives, senators, and leaders of the U.S. Congress for supporting this legislation. Russia needs to end this war.

We are preparing meetings in the U.S. with our partners. This concerns negotiations – bringing peace closer – and some other important issues, including energy, food security, and weapons. There will be new support packages for Ukraine, air defense in particular.

Not being able to move oil around and sell it is a big minus for Russia’s budget – more than 100 billion a year. This year it will be even more, 150 billion. We never attack first. Our tactic is to respond where we can because Putin doesn’t respect and won’t even think of negotiating with weaklings. When Steve Witkoff and Jared Kushner were here, they proposed thinking about refineries and other energy. I told them we are ready for an energy ceasefire, but you need to know what that means for Ukraine. For Putin, energy is selling oil and gas. For us, energy is having electricity and gas supplies for our people. My message was: If the Russians are ready for an energy ceasefire, it means no strikes of any kind with any type of weapon on energy. If we speak about grain and agriculture, then no blockade on agricultural exports, because this is about food security for many people on other continents. Russia has up to 70 million tons of agricultural products to sell, and Ukraine needs to sell around 30 million. It’s in their interest too. If they say, “We don’t attack these facilities,” they have to put a list of their facilities on the table – the ones they don’t want us to attack. Even during the war, you can find some moments to de-escalate. If you negotiate, that means you are showing your goodwill, or political will, to end the war. From an interview with CBS.
