This isn't a story about optimism, nor is it one about pessimism.
It's a stark understanding of how little this city cares about its Black residents and how in spite of that, people have created their own havens of community care. I think that's what defines Baltimore.

A month ago, I filed a records request for the event permits that Baltimore City cited as the reason for the ID checkpoints in Fells Point. Today, after I followed up three times, the city tells me the response is "delayed beyond the 30 days usually allotted for PIA requests."
