It's pretty obvious imo considering its modelled after the refrence to complete, as in the pose of the creature. I heavily doubt if it was genuinely made that someone would model it in the same pose as the ref, as itd only make texturing problematic, not to mentioning mirroring.

To put it simply, the animations done in r15, the wings are parented to the shoulders, theyre animated separately to give motion to the wings. they use a bundle package to convert r15 to look r6 hence no shoulders, so they look independantly animated
