Canada’s GDP is one-tenth of America’s. 75 % of Canadian exports go to the United States. When you are that dependent on a single trading partner and that partner tells you to fix a list of legitimate trade grievances, the rational response is not to slap counter-tariffs on American steel and dairy and pretend you are in an equal fight.
The rational response is to make the deal. Japan made a deal. South Korea made a deal, but Canada decided to follow the opposite path.
President Trump told Canada what the price of not making a deal would be, and Canada chose to pay it.
