In both organizations and government institutions, Monitoring, Evaluation, Research and Learning (MERL) serves as the operational compass that transitions management from guesswork to evidence-based governance.
The MERL data literacy training for key staff of the Federal Ministry of Justice (FMoJ) supported by the Rule of Law and Anti-Corruption (RoLAC) Programme sought to ensure that the Ministry doesnโt just measure outputs but actively tracks outcomes in terms of lives improved, the swiftness of justice delivered etc
During the training, metrics like how many times a contract moves back and forth between the FMoJ and an external Ministry, Department, or Agency (MDA) and complex agreements were analyzed to see the pinpoint the stages where delays begin.
Behind every delayed contract or stalled file is a citizen waiting for resolution. By mastering MERL data literacy, the Ministry can actively dismantle systemic delays and transform the machinery of governance into a faster, fairer, and more transparent justice system for every citizenโ

Highlights of the conversations that shaped the just concluded National Access to Information Summit 2026.
The discussions were structured to prevent progress decay by building on foundational institutional gains that will define the next chapter of compliance to the Freedom of Information Act 2011 (FOI Act)โ
By matching the stateโs responsibility to disclose regardless of domestication as mandated by the Supreme Court, with citizenโs increased awareness to leverage the Act in demanding transparency, the summit has set the tone for an era where public records serve as the foundation for a more accountable governance structure in Nigeriaโ๏ธ

PRESS RELEASE
LAGOS DSVA RELEASES DIRECTORY OF GBV STATE COORDINATORS IN NIGERIA
The Lagos State Government, through the Domestic and Sexual Violence Agency (DSVA), has released a directory of Gender-Based Violence (GBV) State Coordinators across the 36 states and the Federal Capital Territory (FCT).
The directory is an outcome of continued efforts to strengthen national coordination and collaboration among GBV response stakeholders, following the landmark two-day National Convening of GBV State Coordinators hosted by Lagos State, with support from the Rule of Law and Anti-Corruption (RoLAC II) Programme @rolacng, funded by the European Union @EUinNigeria and implemented by the International Institute for Democracy and Electoral Assistance (IIDEA) @IntIDEA_NG.
The directory provides key contact details of GBV State Coordinators, serving as a practical resource to support reporting, referrals, and access to appropriate response services for survivors of Sexual and Gender-Based Violence.
It is designed to strengthen coordination and referral pathways among stakeholders working in GBV prevention and response, while making it easier for citizens to identify and connect with the appropriate state-level contacts.
The Lagos State Government encourages individuals, organisations, government institutions, civil society organisations, community groups, and other stakeholders to make use of the directory and share it widely within their networks.
DSVA remains committed to strengthening collaboration, supporting coordinated GBV response, and improving access to timely and appropriate services for survivors across Nigeria.
E-signed,
Onadipe Opebere

To remedy the underutilization and low compliance of the Freedom of Information (FOI) Act 2011, the Rule of Law and Anti-Corruption (RoLAC) II Programme @RoLACNG supported the 2-day National Access to Information Summit hosted by the Federal Ministry of Justice, Freedom of Information Unit.
The FOI Act 2011 empowers Nigerians to request information, as well as access and inspect records, documents, or data held by any public institution or private entity utilizing public funds. Citizens can do this without needing to demonstrate any specific or personal interest in the information being requested.
๐๐ง ๐๐ฉ๐ซ๐ข๐ฅ ๐๐, ๐๐๐๐, the Supreme Court of Nigeria delivered a landmark, unanimous judgment declaring that the Act applies to all 36 states and all tiers of government. This effectively brings an end to the perceived need for domestication at the sub-national level, which was one of the leading causes of low compliance.
#FOIAct #FreedomOfInformation #AntiCorruption #InternationalIDEA #EUInNigeria
The summit successfully convenes civil society organizations (CSOs), government agencies, and other critical civic partners to identify existing gaps and design collaborative strategies for nationwide implementation. Furthermore, the National Minimum Standards for the Implementation of the Act were also launched to ensure seamless achievement of this common goal.
By bringing demand-side and supply-side actors into the same room, the summit aims to transform this landmark judicial ruling into actionable transparency across all levels of Nigerian governance โ๏ธ

Reliable data is the structural backbone of effective criminal justice reform, as it transforms administrative tracking from a bureaucratic routine into a powerful tool for institutional transparency and informed decision making๐
As a result, the Rule of Law and Anti-Corruption (RoLAC Phase II) Programme supported the Plateau State Justice Sector Reform Team (JSRT) in hosting a strategic capacity-building workshop on comprehensive crime data collection and use of data for policy decisions.
By upgrading the data capabilities of frontline justice actors and supervisors, the workshop aimed to:
- Enhance the availability and utilisation of quality data to support evidence-based reforms
- Improve coordination among justice institutions, strengthen criminal justice administration
- Contribute to the reduction of unnecessary detention and decongestion of custodial centres in Plateau State.
Through hands-on data validation and strategic mapping against the JSRTโs 5-year Strategic Plan, it laid the technical groundwork for the stateโs upcoming Central Crime Information Management System, adapted from the proven Lagos State model.

The devastating effects of cybercrime in our society across borders cannot be underestimated. It violates victims, leaving them feeling anxious, helpless, and, in extreme cases, leading to loss of life.
Because attackers operate entirely online, they can target individuals or networks anywhere in the world, exploiting international legal gaps and routing traffic through multiple countries to evade law enforcement.
To address this, the Rule of Law and Anti-Corruption (RoLAC) Programme supported the โ๐๐๐ฉ๐๐ค๐ฃ๐๐ก ๐๐๐ก๐๐๐๐ฉ๐๐ค๐ฃ ๐ค๐ ๐๐๐ฃ๐๐๐ค๐ค๐ ๐ค๐ฃ ๐๐ฃ๐ซ๐๐จ๐ฉ๐๐๐๐ฉ๐๐ค๐ฃ ๐๐ฃ๐ ๐๐ง๐ค๐จ๐๐๐ช๐ฉ๐๐ค๐ฃ ๐ค๐ ๐พ๐ฎ๐๐๐ง๐๐ง๐๐ข๐ ๐พ๐๐จ๐๐จ ๐๐ฃ ๐๐๐๐๐ง๐๐โ hosted by the Joint Case Team on Cybercrimes (JCTC).
The validation meeting brought together key national, international, and civic partners to review the handbook which will serve as a framework to:
1๏ธโฃ Strengthen the capacity of investigators, prosecutors, and other relevant practitioners.
2๏ธโฃ Focus on practical cybercrime investigation techniques, digital evidence, online investigations, financial intelligence, and inter-agency and international cooperation.
3๏ธโฃ Ensure the effective investigation and prosecution of technology-enabled crimes.
This handbook will ultimately deliver faster justice for victims, higher conviction rates for cybercriminals, and a safer digital space for all Nigerians, reinforcing #RoLACโs commitment to supporting anti-corruption reformsโ๏ธ

When a survivor of gender-based violence reaches out for help, every referral matters. Every delay matters. So does how well institutions work together.
No one should have to navigate a maze of services to find support. Connecting protection, care and access to justice can make that path simplerโand faster.
In Lagos, women were at the heart of the conversation as GBV State Coordinators from across Nigeria shared experiences on how to:
โข Improve referrals and put legal protections into practice.
โข Strengthen data systems.
โข Respond to technology-facilitated violence.
The two-day convening also marked the launch of the Lagos State Gender-Based Violence Prevention Policy, addressing prevention and the underlying causes of violence.
Hosted by @Lagosdsva and led by Executive Secretary Titilola Vivour-Adeniyi, the convening brought together state coordinators with @followlasg as a key partner.
It was supported by @RoLACNG funded by the @EUinNigeria and implemented by International IDEA @IntIDEA_NG
A coordinated response is about more than bringing people together. It means turning collaboration into stronger systems and better outcomes for survivors. โ๏ธ ๐๏ธ

When a survivor makes the brave decision to reach out, the first service provider to answer becomes their vital lifeline; the empathy and safety they experience forms the first impression that either empowers them to seek justice or forces them to withdraw into silenceโผ๏ธ
This guiding principle is why the 3rd Service Providers Accountability Resource Committee (SPARC) met earlier this week to review the zero draft of the 2025 VAPP Act Implementation Report, hosted by National Agency for the Prohibition of Trafficking in Persons (NAPTIP)with support from the RoLAC II Programme.
Their frontline perspective breathes reality into the numbers, ensuring the report accurately tracks the true extent of the VAPP Actโs implementation across Nigeria.
By identifying operational gaps in Prevention, Prosecution, and Protection, this vital review informs evidence-based policy adjustments, strengthens inter-agency collaboration, and ensures our justice system never forces a survivor back into silence๐๏ธโ๏ธ

Pre-trial detainees (those awaiting trial or bail) make up a substantial number of total inmate population across correctional facilities in Nigeria, a bottleneck that severely strains the entire justice system.
As part of our effort under the #RoLAC Programme to reduce delays in bail administration and address congestion in correctional centres, we supported the Anambra State Government to pilot the Bail Information Management System (BIMS) within the State Judiciaryโ๏ธ
The pilot phase commenced with the deployment of BIMS equipment, followed by the training of designated Magistrates and Court Registrars at the Chief Magistrate Court, Onitsha. The training marks an important step towards improving the efficiency, transparency and effectiveness of bail administration through digital innovation.
Building on the successful implementation of BIMS in Lagos State, the system will strengthen the capture, management and monitoring of bail information, enabling justice sector actors to track bail processes more effectively and support evidence-based decision-making
Through this initiative, RoLAC continues to support the digital transformation of justice administration, contributing to more timely, transparent, and accessible justice for all๐

Earlier today, we supported the convening of the 3rd High-Level Multi-Agency Task (HiMAT) team coordination meeting
Hosted by the National Agency for the Prohibition of Trafficking in Persons (NAPTIP), with support from the Rule of Law and Anti-Corruption (RoLAC) II Programme, the session closely examined the data on the number of cases reported, withdrawals (including identifying recurring reason for them), in-court cases, successful convictions, and referrals to shelter homes among other issues as shared by the HiMAT agencies.
This comprehensive zero draft review ensures that the 2025 VAPP Act implementation report clearly identifies operational gaps across specific pillars, like Prevention, Prosecution, Protection, Partnership, and Policy to help inform:
1๏ธโฃ Evidence-based policy adjustments,
2๏ธโฃ Strengthened inter-agency collaborations, and
3๏ธโฃ Targeted interventions that enhance survivor protection and judicial accountability across Nigeria.

The gathering may be over, but the experience is one our participants will not forget in a hurry.
The second day of the National Convening was filled with ideas exchange and conversations that reminded us of how much we can learn from one another.
Across multiple states; different realities, approaches and lessons came together in one room, creating space to reflect on what is working, what can be strengthened, and what more we can do to prevent and respond to GBV.
The real work begins beyond this room, as we leave with lessons to apply, commitments to honour, and renewed determination to move from talk into action.
