The study examines who adopted science-of-reading policies, not a clean ranking of which kids can read. Southern red states with weaker unions moved faster on structured literacy, screening, and 3rd-grade retention. Mississippi posted significant NAEP gains. Many high-union blue states spend more per student and have been slower to adopt those reforms. That’s not the same as “blue states with strong unions have worse literacy.” Massachusetts and New Jersey have strong unions and rank at the top of NAEP reading. Poverty, demographics, English learners, longer pandemic closures, and how each state sets its own cutoff scores all matter. The headline skips that.

Year after year, the states with the highest overall adult literacy, highest percentage of college degrees, and highest-ranked school systems overall are blue strongholds like Massachusetts, New York, and Connecticut. That’s not what the study showed. It showed a score related to the adoption of literacy policies, and the unions scored lower on those. It did not show the data for the kids and their reading proficiency
