Arbitrarily capping rates causes a loss of credit access for less worthy borrowers. Then you may say "we make them write the loans anyway" in which case you're arguing for even more govt subsidy in an already grossly overpriced college market.

Good point and I should have used prime age instead of total which is off the highs and below dotcom and pre Covid highs but much much better than non boomer adjusted numbers.

Part of the lack of recovery in the 2000s is because 2010-15 was when boomers started hitting retirement age. Early retirements kicked in a little sooner. Hence why labor force participation peaked in the year 2000. It is structural due to birth rates.
