The main issue here is you are not properly understanding natural rights vs. privileges. A natural right is inherently given, and it is protected by governments. If a government fails to protect said natural rights of man, that government is unjust. A privilege is granted by governments, and can be justly taken away by governments. This can also be stated as you have a “right” to do XYZ under the law. This is different than natural rights inherent in man.
