ਪੰਜਾਬ ਪੁਲਿਸ ਫਿਲਹਾਲ ਫੇਕ ਐਨਕਾਊਂਟਰਸ ਕਰਨ ਵਿੱਚ ਰੁੱਝੀ ਹੋਈ ਹੈ, ਹਾਲ ਹੀ ਵਿੱਚ ਜੋ ਸੂਚੀ ਸਾਹਮਣੇ ਆਈ ਹੈ ਉਸ ਤੋਂ ਸਾਬਿਤ ਹੁੰਦਾ ਹੈ ਕਿ ਪੰਜਾਬ ਪੁਲਿਸ ਕਾਨੂੰਨ ਵਿਵਸਥਾ ਨੂੰ ਲੈ ਕੇ ਕਿੰਨੀ ਕੁ ਗੰਭੀਰ ਹੈ।

ਸਤਿਗੁਰੁ ਬੰਦੀਛੋੜੁ ਹੈ ਜੀਵਣ ਮੁਕਤਿ ਕਰੈ ਓਡੀਣਾ ॥ ਅਸੀਂ ਗੁਰੂ ਸਾਹਿਬ ਜੀ ਦੇ ਚਰਨਾਂ ਵਿੱਚ ਅਰਦਾਸ ਕਰਦੇ ਹਾਂ ਕਿ ਜਿਸ ਤਰ੍ਹਾਂ ਸ੍ਰੀ ਗੁਰੂ ਹਰਿਗੋਬਿੰਦ ਸਾਹਿਬ ਜੀ ਨੇ ਗਵਾਲੀਅਰ ਦੇ ਕਿਲ੍ਹੇ ਵਿੱਚੋਂ 52 ਰਾਜਿਆਂ ਨੂੰ ਰਿਹਾਅ ਕਰਵਾਇਆ ਸੀ, ਉਸੇ ਤਰ੍ਹਾਂ ਮੌਜੂਦਾ ਸਮੇਂ ਦੀਆਂ ਜੇਲ੍ਹਾਂ ਵਿੱਚ ਬੰਦ ਸਾਡੇ ਸਮੂਹ ਬੰਦੀ ਸਿੰਘਾਂ ਨੂੰ ਵੀ ਜਲਦ ਤੋਂ ਜਲਦ ਰਿਹਾਈ ਬਖ਼ਸ਼ਣ। ਗੁਰੂ ਸਾਹਿਬ ਜੀ ਸਾਰੇ ਬੰਦੀ ਸਿੰਘਾਂ ਨੂੰ ਚੜ੍ਹਦੀ ਕਲਾ ਬਖ਼ਸ਼ਣ, ਉਨ੍ਹਾਂ ਦੇ ਪਰਿਵਾਰਾਂ ਨੂੰ ਹਿੰਮਤ ਅਤੇ ਹੌਸਲਾ ਬਖ਼ਸ਼ਣ ਅਤੇ ਸਭ ਦੇ ਸਿਰਾਂ ‘ਤੇ ਆਪਣਾ ਮਿਹਰ ਭਰਿਆ ਹੱਥ ਰੱਖਣ।

ਭਾਖੜਾ-ਬਿਆਸ ਬਿਜਲੀ ਵੰਡ ਮਾਮਲੇ ਵਿੱਚ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਨਾਕਾਮੀ ਦਾ ਖਮਿਆਜ਼ਾ ਅਗਲੇ 20 ਸਾਲ ਭੁਗਤਣਗੇ ਪੰਜਾਬੀ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਨਾਕਾਬਲੀਅਤ ਅਤੇ ਸੁਪਰੀਮ ਕੋਰਟ ਵਿੱਚ ਸੂਬੇ ਦਾ ਪੱਖ ਪ੍ਰਭਾਵਸ਼ਾਲੀ ਢੰਗ ਨਾਲ ਪੇਸ਼ ਕਰਨ ਵਿੱਚ ਨਾਕਾਮ ਰਹਿਣ ਕਾਰਨ ਹਿਮਾਚਲ ਪ੍ਰਦੇਸ਼ ਨੂੰ ਭਾਖੜਾ-ਬਿਆਸ ਬਿਜਲੀ ਵੰਡ ਵਿਵਾਦ ਵਿੱਚ ਵੱਡੀ ਰਾਹਤ ਮਿਲੀ ਹੈ। ਇਸ ਫੈਸਲੇ ਦਾ ਖਮਿਆਜ਼ਾ ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਨੂੰ ਅਗਲੇ 20 ਸਾਲਾਂ ਤੱਕ ਭੁਗਤਣਾ ਪਵੇਗਾ। ਸੁਪਰੀਮ ਕੋਰਟ ਦੇ ਫੈਸਲੇ ਅਨੁਸਾਰ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਨੂੰ ਅਗਲੇ 20 ਸਾਲਾਂ ਦੌਰਾਨ ਹਿਮਾਚਲ ਪ੍ਰਦੇਸ਼ ਨੂੰ 11,973 ਮਿਲੀਅਨ ਯੂਨਿਟ ਬਿਜਲੀ ਦੇਣੀ ਪਵੇਗੀ। ਇਹ ਜ਼ਿੰਮੇਵਾਰੀ ਅਜਿਹੇ ਸਮੇਂ ਵਿੱਚ ਪੰਜਾਬ ਦੇ ਬਿਜਲੀ ਪ੍ਰਬੰਧਾਂ ’ਤੇ ਵਾਧੂ ਦਬਾਅ ਪਾ ਸਕਦੀ ਹੈ, ਜਦੋਂ ਸੂਬੇ ਵਿੱਚ ਬਿਜਲੀ ਦੀ ਮੰਗ ਅਤੇ ਉਪਲਬਧਤਾ ਵਿਚਕਾਰ ਪਹਿਲਾਂ ਹੀ ਵੱਡਾ ਪਾੜਾ ਹੈ। ਪੰਜਾਬ ਪਹਿਲਾਂ ਹੀ ਬਿਜਲੀ ਦੀ ਘਾਟ ਕਾਰਨ ਕਿਸਾਨਾਂ ਨੂੰ ਟਿਊਬਵੈੱਲਾਂ ਲਈ ਅਤੇ ਘਰੇਲੂ ਖਪਤਕਾਰਾਂ ਨੂੰ ਨਿਰਵਿਘਨ ਬਿਜਲੀ ਸਪਲਾਈ ਦੇਣ ਵਿੱਚ ਮੁਸ਼ਕਲਾਂ ਦਾ ਸਾਹਮਣਾ ਕਰਦਾ ਹੈ। ਅਜਿਹੇ ਵਿੱਚ ਬਿਜਲੀ ਦੀ ਇਹ ਵਾਧੂ ਜ਼ਿੰਮੇਵਾਰੀ ਸੂਬੇ ਦੀ ਊਰਜਾ ਸੁਰੱਖਿਆ ਅਤੇ ਆਰਥਿਕਤਾ ਲਈ ਗੰਭੀਰ ਸਵਾਲ ਖੜ੍ਹੇ ਕਰਦੀ ਹੈ। ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਸਰਕਾਰ ਦੂਜੇ ਸੂਬਿਆਂ ਵਿੱਚ ਆਪਣਾ ਸਿਆਸੀ ਆਧਾਰ ਬਚਾਉਣ ਅਤੇ ਵਧਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਵਿੱਚ ਪੰਜਾਬ ਦੇ ਹਿੱਤਾਂ ਦੀ ਅਣਦੇਖੀ ਕਰ ਰਹੀ ਹੈ। ਭਾਖੜਾ-ਬਿਆਸ ਬਿਜਲੀ ਵੰਡ ਮਾਮਲੇ ਵਿੱਚ ਹੋਈ ਇਹ ਨਾਕਾਮੀ ਪੰਜਾਬ ਦੇ ਹੱਕਾਂ ਪ੍ਰਤੀ ਸਰਕਾਰ ਦੀ ਗੰਭੀਰਤਾ ’ਤੇ ਸਵਾਲ ਖੜ੍ਹੇ ਕਰਦੀ ਹੈ। ਦੂਜੇ ਪਾਸੇ, ਹਿਮਾਚਲ ਪ੍ਰਦੇਸ਼ ਦੇ ਕਾਂਗਰਸੀ ਮੁੱਖ ਮੰਤਰੀ ਪਹਿਲਾਂ ਹੀ ਇਸ ਫੈਸਲੇ ਨੂੰ ਆਪਣੀ ਸਰਕਾਰ ਅਤੇ ਹਿਮਾਚਲ ਦੇ ਲੋਕਾਂ ਦੀ ਵੱਡੀ ਜਿੱਤ ਕਰਾਰ ਦੇ ਚੁੱਕੇ ਹਨ। ਸਵਾਲ ਇਹ ਹੈ ਕਿ ਜਦੋਂ ਹਿਮਾਚਲ ਇਸ ਫੈਸਲੇ ਨੂੰ ਆਪਣੀ ਜਿੱਤ ਦੱਸ ਰਿਹਾ ਹੈ ਤਾਂ ਪੰਜਾਬ ਸਰਕਾਰ ਆਪਣੀ ਇਸ ਨਾਕਾਮੀ ਦੀ ਜਵਾਬਦੇਹੀ ਕਦੋਂ ਤੈਅ ਕਰੇਗੀ?

ਸ਼ਹੀਦ ਭਾਈ ਪਰਮਿੰਦਰ ਸਿੰਘ ਝੋਟਾ ਜੋ ਸਾਡੀ ਨੌਜਵਾਨੀ ਨੂੰ ਨਸ਼ਿਆਂ ਦੀ ਦਲਦਲ ਵਿੱਚੋਂ ਬਾਹਰ ਕੱਢਦੇ-ਕੱਢਦੇ ਆਪ ਸ਼ਹੀਦ ਹੋ ਗਏ। ਉਨ੍ਹਾਂ ਦੀ ਮਹਾਨ ਸ਼ਹਾਦਤ ਨੂੰ ਕੋਟਿ-ਕੋਟਿ ਪ੍ਰਣਾਮ। ਅਸੀਂ ਉਨ੍ਹਾਂ ਦੀ ਕੁਰਬਾਨੀ ਨੂੰ ਕਦੇ ਵਿਅਰਥ ਨਹੀਂ ਜਾਣ ਦੇਵਾਂਗੇ ਅਤੇ ਉਨ੍ਹਾਂ ਵੱਲੋਂ ਨਸ਼ਿਆਂ ਵਿਰੁੱਧ ਸ਼ੁਰੂ ਕੀਤੀ ਗਈ ਮੁਹਿੰਮ ਨੂੰ ਅੱਗੇ ਲੈ ਕੇ ਜਾਵਾਂਗੇ। ਪੰਜਾਬ ਦੀ ਜਵਾਨੀ ਨੂੰ ਨਸ਼ਿਆਂ ਤੋਂ ਬਚਾਉਣ ਦਾ ਉਨ੍ਹਾਂ ਦਾ ਸੁਪਨਾ ਪੂਰਾ ਕਰਨ ਲਈ ਸਾਡਾ ਸੰਘਰਸ਼ ਹਮੇਸ਼ਾ ਜਾਰੀ ਰਹੇਗਾ।
