Governor Mutfwang has shown the importance of visionary leadership, strategic thinking, and a deep understanding of security challenges. His emphasis on political will, good governance, and effective communication is essential to achieving peace.
GOVERNOR MUTFWANG STIMULATES INSIGHTFUL SECURITY DISCOURSE AT NATIONAL INSTITUTE FOR SECURITY STUDIES (NISS) …Says Political Will, Good Governance and Strategic Communication Are Essential to Curbing Violent Conflicts The Executive Governor of Plateau State, His Excellency, Caleb Manasseh Mutfwang, has delivered a thought-provoking lead paper outlining practical strategies for addressing the persistent security challenges confronting Nigeria and other African countries, drawing from the experiences of rural communities in Plateau State to underscore the urgent need for a comprehensive, context-sensitive approach to crisis management and conflict resolution. Governor Mutfwang delivered the lead paper at a crisis management seminar organised by the Directorate of Simulation and Crisis Management in collaboration with the National Institute for Security Studies (NISS) for participants of the Executive Intelligence Management Course 19 (EIMC 19), 2026. The seminar, themed “Crisis Management Strategies for Addressing Ethnic Militias and Resource Competition in Africa: Implications for National Security,” held at the Rivers Learning Centre, National Institute for Security Studies, Bwari, Abuja. Taking participants through the historical evolution of human settlements and social organisation, Governor Mutfwang traced contemporary security challenges to the complex relationship between population growth, competition for resources and the struggle for survival. He explained that as human communities expand, pressure on available resources intensifies, often creating tensions that, if left unmanaged, can escalate into violent conflicts. He noted that resource competition has shaped human history, from prehistoric struggles over hunting grounds and freshwater sources to modern-day conflicts over oil, minerals, agricultural land and territory required to accommodate growing populations. According to him, these pressures, when compounded by social, political and economic inequalities, can become potent drivers of instability. Governor Mutfwang observed that the convergence of resource competition with the desire of communities to preserve their existence, protect their identities and secure political influence has frequently resulted in violent contestations. He explained that ethnic militias often emerge within these circumstances, although their roles and the implications of their activities vary according to the context and the interests they serve. The Governor emphasised that ethnic militias and competition over natural resources constitute a global security challenge, affecting countries across different continents, including parts of Asia and Africa. He noted that such conflicts often result in communal violence, forced displacement, destruction of property, the breakdown of social cohesion and ethnic segregation, with far-reaching consequences for national stability and human security. Drawing from Plateau State’s experience, Governor Mutfwang cautioned against mischaracterising the nature and underlying causes of violent conflicts. He observed that although some interpretations have framed the violence in Plateau as herder-farmer clashes, a comprehensive understanding of the situation requires a careful examination of the circumstances, patterns and motives behind individual attacks. He challenged security practitioners and policymakers to interrogate the realities on the ground, asking how attacks on sleeping communities and the forcible displacement of indigenous populations from their ancestral lands could be adequately explained without a thorough investigation of the actors, motives and broader context involved. The Governor cited the March 2010 attack on Dogo Nahawa, also known as Dyemburuk, in which more than 500 people were reportedly killed, as a tragic reminder of the devastating consequences of communal violence. He also recalled the coordinated attacks on communities in Bokkos Local Government

You don’t have to pretend everything is perfect to acknowledge progress. Support for farmers, better roads, improved healthcare, and timely salaries matter in people’s everyday lives. And with the ongoing killings, there’s still urgent work to be done. Both realities can exist.
Three years have gone by and the difference is clear to anyone living it. A farmer who finally got seeds and fertilizer. A road that is no longer a death trap. A hospital that now has the doctors and equipment it needed. Salaries that land when they should. To the people with vacuumed skulls already warming up to quote this and declare that nothing has changed: the work did not wait for your permission, and the people on the ground do not need your approval to feel it. That is not to dispute that more can still be done, especially with the k!llings and all hands remain on deck.

They have stolen the money. Unnecessary project. Wasted funds
The Lagos-Calabar coastal road project would no longer go through the coast after Lagos and Ogun states. Instead, it would detour inland through Edo State to join the East-West Road. Engr Umahi calls this "a wonderful engineering decision by Mr President"

Why H.E. Atiku Abubakar is my Hero 1. ATIKU 2019: “I will privatize NNPC” CRITICS: He will sell it to himself Government 2022: Commercialized NNPC 2. ATIKU 2023: “I will privatize the 3 refineries: Kaduna, Warri, and PH” CRITICS: He wants to sell them to his friends GOVERNMENT: Abandoned the 3 refineries and depends so much on the Dangote refinery. 3. ATIKU 2019/2023: “I will devolve powers to the states” CRITICS: He cannot do it. He's deceiving the South. He wants to sell Nigeria GOVERNMENT: Removed some items from the exclusive list to the concurrent list 4. ATIKU 2026: “I will restore fuel subsidy CRITICS: He wants to take us back to corruption GOVERNMENT: 30-day discount subsidy Thanks Dos Santos Politico Political Analyst/Reseacher/Record Keeper
Suddenly, Atiku has become some people's hero just because he predicted Tinubu would slash fuel prices. Are you serious about removing Tinubu from power, or just playing along? Why are you people making this election circle seem like Joke?

"Bola, you are like a dull student who copied his classmate's answer, you have done it so blindly that the classmate's name at the top of his exam paper and then demanded marks for original thinking. You copied my production subsidy proposal, nothing wrong about that, you Stripped away the part that makes it work and handed Nigerians a 30-day discount. Where is the rest of the answer Bola? You see why it is good to go to school." - Atiku Abubakar
"Bola, when I proposed targeted support to ease fuel costs, you called me ignorant of economic policy. Your government said it could not be done. Now, in a desperate and clumsy retreat, you have shamelessly embraced the principle you mocked. You owe me an apology Bola" - Atiku Abubakar

It is long overdue for that Bisichi-Fan-Mangu roads. Glad they’re finally upgrading it. Connecting those communities properly will make a real difference for people trying to get to markets, schools, farms, and hospitals. Let us applaud progress 💚
BUILDING ROADS THAT CONNECT OUR PEOPLE AND STRENGTHEN OUR ECONOMY Today, I flagged off the rehabilitation and reconstruction of the 41-kilometre Bisichi–Fan–Mangu Halle Road, an important project that reflects our commitment to building durable infrastructure and improving connectivity across Plateau State. This road was originally awarded in December 2012 as a surface-dressed road on a laterite base. However, the realities of today, including increased traffic and the deteriorating condition of the existing infrastructure, demand a more sustainable solution. We have therefore upgraded the project to a full asphalt road designed to serve our people for years to come. For us, this is about more than constructing a road. It is about connecting communities, reducing travel time, improving road safety and making it easier for our people to access markets, schools, healthcare facilities and other essential services. When completed, the Bisichi–Fan–Mangu Halle Road will also complement other strategic projects we are undertaking, including the Foron–Bakin Kogi–Kadunu–Gindiri Road, as we work towards strengthening connectivity across the three Senatorial Districts of Plateau State. I am also pleased that President Bola Ahmed Tinubu has granted full approval for the Mararaban Jama’a–Mangu–Kanke–Langtang–Shendam–Ibi Road. I deeply appreciate Mr President for his support, goodwill and continued partnership with the Government and people of Plateau State. Our collaboration with the Federal Government continues to open opportunities for infrastructure development, economic growth and improved livelihoods for our people. I equally appreciate the people of Fan and Barkin-Ladi for their cooperation and willingness to support development within their communities. We will continue to pursue initiatives that translate directly into better livelihoods and stronger local economies. Beyond road infrastructure, we are exploring modern greenhouse agricultural systems that can produce higher yields with less land. This forms part of our broader effort to improve agricultural productivity, empower rural communities and create sustainable economic opportunities across Plateau State. Our commitment remains clear: we will build infrastructure that lasts, connects our communities and supports the long-term economic transformation of Plateau State. Every road we rebuild must ultimately mean something to the Plateau citizen: easier movement, safer journeys, better access to opportunities and stronger communities. Together, we are building a more connected, productive and prosperous Plateau.
