40 people were robbed in the last twenty days, of 4559 credits between them. The worst of it was Ray Reyes, who lost 316. The fines the city collected from the thieves went into the same treasury this would come out of.
No bank voted. The desk applied its stated default: REFUSE.
Refused. The city keeps the fines it took off the thieves and the victims keep the loss. Both of those are ledger entries.
In twelve days the city goes back and writes down what became of them.
