Woke up to the news of Aung San Suu Kyi’s detention. She was forming a new government today. There are news of partial internet shutdown in some areas and phone lines not working.
If we go dark the world will go darker with us. Wishing there’s no violence on the streets.

HRCP demands end to emergency and governor’s rule in Khyber Pakhtunkhwa
25 October 2026, Lahore. Earlier, the Human Rights Commission of Pakistan (HRCP) strongly cautioned the authorities against imposing an emergency and governor’s rule in Khyber Pakhtunkhwa. Two weeks on, we reiterate our unequivocal opposition to these measures. Our concerns remain the erosion of democratic space, the disenfranchisement of the province’s electorate, arbitrary and preventive detention, and the disproportionate impact of security measures on civilians.
That Khyber Pakhtunkhwa is the country’s only opposition-led province makes this intervention particularly troubling. The detention of its elected chief executive is a grave affront to democratic norms, while the arrests of other elected representatives and political workers, including women PTI workers in Punjab, point to a wider crackdown on political activity.
HRCP unequivocally condemns militancy and terrorism. However, counterterrorism measures must remain within the law and must not become a pretext for collective punishment, excessive force or the suppression of fundamental rights. Military operations risk civilian casualties and mass displacement, while force alone has repeatedly failed to deliver lasting peace. Instead, the people of Khyber Pakhtunkhwa must have a meaningful say in their political future and control over their natural resources, including minerals, water and land.
Preventive and unlawful detention must not become a tool for silencing opposition or bypassing judicial safeguards. Detainees must be informed of the grounds for their detention, given access to lawyers and families, and produced before a court within the legally mandated timeframe. The province’s history of opaque internment centres makes these safeguards particularly urgent.
Although mobile and internet connectivity has been restored following initial shutdowns, the full impact remains unclear. Such disruptions restrict access to information and undermine education, communication and livelihoods. Curfews and military deployments in North and South Waziristan, Bannu and Miranshah continue to disrupt civilian life. The authorities must justify these restrictions, disclose information about civilian casualties and ensure adequate assistance for displaced families.
HRCP is also concerned by reports of police raids on PTI workers in Peshawar, Swat and Khyber, and the dispersal of gatherings. In Bara, police reportedly used a lathi charge against a gathering of an estimated 2,000–4,000 people. These reports require further verification, but the absence of complete information must not be mistaken for an absence of violations. Restrictions on peaceful assembly must be lawful, necessary and proportionate, and the treatment of women in detention must be scrutinised.
HRCP demands the immediate release of the chief executive and all others arbitrarily detained, the lifting of emergency and governor’s rule, and the restoration of the provincial assembly. We urge the government and the PTI to resume comprehensive political dialogue, involving civil society, to address militancy, protect fundamental rights and secure local ownership of resources. The state must understand that it governing by emergency rather than consensus could irretrievably weaken Pakistan's democracy.

Today, HRF shines a light on human rights defender Dr. Mahrang Baloch. She is serving two life sentences in Pakistan for her advocacy on behalf of the Baloch minority, who have faced enforced disappearances, torture, and killing.
Writing from prison, Mahrang describes her work as both deeply personal and collective:
“I do not consider my own suffering separate from the suffering of my people. My greatest concern has never been simply when I will walk out of this prison. It is when families across Balochistan will no longer have to search for their disappeared loved ones, when young people will be able to express their political beliefs without fear, and when the demand for justice will no longer be treated as a crime.”
HRF demands that Pakistan release Mahrang Baloch and echoes her vision for a society where all people can live freely, without fear:
“I remain convinced that fear cannot be the permanent foundation of any society. Prisons may confine individuals, but they cannot permanently contain the desire for freedom, dignity, and justice.”

BREAKING: The Lahore High Court has suspended a notification issued by the Pakistan Medical and Dental Council (PMDC), as well as orders issued by medical colleges directing Afghan students to leave.
According to @LegalPolitical, counsel for the Afghan medical students, the court has ordered that the status quo ante, the position that existed before the PMDC’s 31 July directive, be maintained.
This means Afghan students can return to their hostels, continue their education, sit for examinations, and exercise all other rights and privileges they were entitled to before the 31 July order and directive.

No one chooses to become a refugee. People flee because conflict, persecution, violence, and insecurity leave them with no safe alternative. On World Refugee Day, we reaffirm that seeking safety is a human right and that refugees must be treated with dignity, protected from discrimination, and given access to the rights and opportunities needed to rebuild their lives.
For Pakistan, this means signing the 1951 Refugee Convention and its 1967 protocol, and respecting the principle of non-refoulement on humanitarian grounds so that no refugee is returned forcibly to their country of origin.

PAKISTAN: Fareedullah Afridi, a member of the civil rights movement Pashtun Tahafuz Movement (PTM), was abducted on the evening of 18 May 2026 from Peshawar city, Khyber Pakhtunkhwa province. The police have refused to file any First Information Report nor conducted any investigation into his disappearance despite requests from the family.
Fareedullah Afridi, is not the first PTM activist to be abducted without a trace. Amnesty International is concerned that Fareedullah’s disappearance fits into a worrying pattern of enforced disappearance of PTM activists and crackdown by state authorities.
Pakistani authorities must urgently carry out an effective, independent and transparent investigation into Afridi’s abduction. If he is in custody of the authorities, his whereabouts should be disclosed, he must be released immediately, and those responsible for his disappearance be held accountable in line with international human rights standards.

Punjab High Security Zones Act 2026 is an assault on democracy in Pakistan. Freedom of assembly is a fundamental right & outlawing protests, rallies, gatherings, sit-ins in public areas, & requiring 20 day notice for organising one is banning protest completely.
The Punjab Assembly has passed the Punjab High Security Zones (Establishment) Bill 2026, allowing the government to declare any area as a high security zone and regulate public gatherings, protests, rallies, and sit-ins across the province. No gatherings will be allowed in high security zones, while events in designated areas will require prior approval from the district administration at least 20 days in advance. The law introduces strict penalties, including imprisonment from six months to three years and fines of up to Rs500,000 for violations.
