NEWS: Today Iโ€™m launching The Small Ideas Initiative. We want you to submit ideas at Small-Ideas.org for non-controversial fixes, e.g โ€œlive sewage updates for beachesโ€ or โ€œstandardised allergen menusโ€. A year ago, an interviewer asked what Iโ€™d have told the Government if Iโ€™d been advising it, I replied, 'Come up with 100 small things that piss people off and fix one a day for the first 100 days'. As I left the stage, I emailed myself, 'set up Small ideas institute!' And today, Iโ€™m excited it's happening. Iโ€™m funding two charities to work together to collate the submissions, narrow them down to about 200 doables then turn those into formal policy proposals which I'll bring back to you for feedback. Then to finish we've a Cross-Party panel whoโ€™ve agreed to pick 50ish, after which weโ€™ll start trying to make them happen. You can read far more about it and who the cross party panel are hereโ€ฆ blog.moneysavingexpert.com/2โ€ฆ

Brilliant from Henry Winterโ€ฆ.
Thoughts on the Manchester City story. The immediate reaction was to check the fixtures and see who they are playing next. Liverpool. Away. The Kop is going to be in particularly strident voice. Even if City appeal this devastating judgement on financial breaches, the court of terrace opinion across football will still be a chorus of disapproval. Anger is in the air โ€“ at the alleged offences and the time taken for judgement to be reached. And that anger, mixed in with a large pouring of schadenfreude will be heard. Especially as Liverpool missed out on a title and a League Cup to City in the period under review. This is not yet full-time in the seismic meeting of the Premier League versus City. There may even be extra time if City, as expected, appeal the independent panelโ€™s judgement on the majority of the financial charges laid against them. Once more unto the breach, mโ€™learned friends? City have 14 days to appeal the judgement but it could be months before it is heard. As City canโ€™t then appeal to CAS under PL rules, this long, expensive, exhaustive legal process is at least nearing an end and the result, pending any appeal, is a nightmare for City. This, also, is a problem for Government, given Cityโ€™s Abu Dhabi ownership and the UKโ€™s trading and diplomatic links with the UAE. There should, of course, be questions asked about those in power at City if theyโ€™re found culpable of these breaches. Fit and proper? There could, of course, be individual claims by clubs denied trophies and relegated clubs citing points lost to City and the financial cost of relegation. The ramifications of the judgement are deep and wide. Cityโ€™s reaction may prove to look for every avenue of potential recourse, whether to do with time taken, procedure, legal niceties, whatever. City have consistently and vigorously claimed their innocence, and spent 10s of millions on their defence, so it is hard to see them going quietly into the night. But if their appeal fails they clearly merit the most severe of sanctions. People talk about large fines. Pointless against mega-rich clubs. People talk about transfer bans. Have you seen the size of Cityโ€™s squad? The average age of their players? (25). And the quality of their academy? Even if some players push to leave, or rival clubs seek to take their players (Real Madrid will surely be on alert), City will still not be short of talent. If it is confirmed that City broke the rules on an industrial scale than the only suitable punishment is expulsion from the Premier League. If this seems harsh on Cityโ€™s fans, then consider the thoughts and feelings of fans of other clubs, who played by the rules. It is important to note that this is different to the oft-stated case of Swindon Town being relegated two divisions in 1990 for irregular payments (later reduced to one). The four-division Football League was a single entity then. The Premier League and EFL are separate competitions with different rules. Anyway, if City were relegated to League One, as some critics desire, how would that be fair on one of the teams rising from League Two being denied promotion? It seems to me that the suitable sanction, if the appeal fails, is a 50-point punishment to be imposed for this season, in all likelihood guaranteeing relegation. City would then have to fight their way back, and some of the fans might enjoy the journey (no VAR, hurrah). Older City fans can recall fighting up the pyramid from lower. But on their return City should then start their subsequent two seasons in the Premier League with a 20-point handicap. This has to be a sustained as well as severe punishment. Other punishments? If Cityโ€™s appeal fails, there will be calls for the eight trophies won during the period in question, 2009-2018, to be wiped and/or handed over to the runners-up. Standing to gain are Manchester United (twice) and Liverpool in the three title races; Stoke City in the FA Cup; Sunderland, Liverpool and Arsenal in the League Cup; as well as Chelsea in the Community Shield. Do these potential recipients even want the trophies, the sky blue ribbons discreetly removed? They have every cause to feel angry but my hunch is that many fans will simply be content with having the honours stripped from City, wiped from their records, a blank space left in the record books. An accusing asterix for all time. Even with fans innately defiant, City enter a dark period. Every press conference with Enzo Maresca will have a sub-text. In every interview with a player lurks have a painful question. Those many, many good staff at the club with nothing to do with any wrongdoing, totally blameless individuals, will feel the tension and the criticism. Fans who love the club will doubtless back them. Itโ€™s what fans do. The Premier League's image as a competition has been damaged by this. The Premier League's image as an organisation capable of strong governance has been enhanced by this. The oft-criticised CEO Richard Masters deserves praise for his persistence and patience. But, beginning at Anfield and continuing, this story really isnโ€™t quite close to full-time yet.

It has been a huge few weeks in AI, and itโ€™s time to sound the alarmโ€ฆ Anthropic launched Fable 5.1, their "safe" version of an AI they claimed previously was too dangerous to be released. OpenAI then launched Astra, the most powerful AI model yet available to the public. Anthropic is now telling their people internally that their next model will be more advanced than Astra. And OpenAI just spent $6.5 million of compute, running ten thousand AI models simultaneously, to solve one of the hardest unsolved maths problems in the world, and it cracked it in just six days. If this is an AI arms race to IPO, who wins a race like that? Because it isnโ€™t you or me. Itโ€™s the people who own shares in Anthropic or OpenAI. Itโ€™s the venture capitalists who got in first who win most of all. But the rest of us are forced to live with the consequences of whatever these systems do to us. Neither will agree to slow down or accept anyone telling them to stop. So what is the biggest security threat? China? Russia? Iran? North Korea? None of them. Itโ€™s a few Silicon Valley companies whose founders will become billionaires by the time these systems hit the market. What makes it worse is that even the engineers building these systems cannot fully explain how they work either. They run safety tests to check whether a model will do what it is told or do something dangerous. But the latest models are starting to pass those tests because they have worked out what the testers want to see. Think about what that means. A model that was unsafe last month, and is suddenly sailing through the same tests this month, has either genuinely improved or learned how to fake it. Right now, we cannot tell the difference. And those whose job it is to look inside these systems are saying the models have are now too complicated to inspect. That is where it starts getting even more dangerous. The classic illustration is the paperclip factory. Instruct an AI to make as many paperclips as possible and it will do the job. Then, chasing efficiency, it will start melting any metal it finds. Eventually it will mine under cities, because at that point humans are just an obstruction to making paperclips. More likely, you could instruct AI to grow your company, and eventually it will drain the water from a town to cool down the data centers it needs. If asked to win an argument, it will learn how to lie effectively to do that. The problem is not simply โ€œevil robotsโ€. The problem is with powerful systems with narrow objectives, that lack human values and ethics. That is the context for what Jacob Coxon, a senior Anthropic researcher, said when he resigned this week saying: โ€œNeither OpenAI nor Anthropic are acting responsibly. They are racing straight to self-improving superintelligence, gambling with lives." He spent three years inside both companies. And in the same week we learn that Anthropic did not give their latest powerful AI model to the British AI Security Institute for evaluation before its launch. AISI is one of the areas where Britain actually leads. They stress test these models on the things we should all be worried aboutโ€ฆ.the ability to conduct cyber attacks, making bioweapons, evidence of AI figuring out how to lie and deceive. It is as close as we have to any kind of outside verification of the claims made by these companies. Anthropic sells itself as the responsible one, whose founders left OpenAI because, they said, OpenAI was going too fast. They have now decided that these rules do not apply to them. That should be a red line. I am a supporter of this technology. The benefit it will bring to medicine, science and productivity is clear and I don't want Britain to miss out on it. But you do not capture that benefit by letting these companies run riot and putting us all at risk.
I resigned from Anthropic today. I spent the last three years doing pretraining research at both OpenAI and Anthropic. Neither company is acting responsibly. They are racing straight to self-improving superintelligence and gambling with our lives. More thoughts below.
