Replying to @WSJ
Instead of retreating from school choice programs, policy makers should embrace efforts to expand education options for families as fiscally responsible and educationally sound policy for the future, writes @mlueken2

Just 13 states’ open enrollment laws got grades of B or better in @ReasonFdn’s new report, Public Schools without Boundaries: 2026. This report ranks and grades the open enrollment laws in all 50 states. 33 states got F grades. reason.org/open-enrollment/p…
My latest in the @bostonherald.
"The first obligation of a public education system is not to preserve every job, building or program. It is to use the resources available to provide the best education possible for the students who show up."
Opinion | Fewer students are enrolling in public schools. Since the pandemic, enrollment has dropped by 1.4 million students, and analysts expect it to keep falling through 2031. bostonherald.com/2026/10/13/…
ESA critics often treat any misuse as evidence that a program is failing.
But we don't apply a zero-misuse standard to Medicare, Medicaid, SNAP, or public schools.
Why should ESAs be different?

Public school enrollment has fallen by 1.4 million students since 2019.
Districts can't shrink overnight. But declining enrollment shouldn't mean preserving every job, building, and program indefinitely.

REPORT ALERT: My co-authors & I report that, nationally, more than a quarter of a million students with disabilities (SWDs) participate in a private #SchoolChoice program, representing 15.5-17.2% of all choice students, a rate higher than the representation of SWDs in district-run public schools. aei.org/research-products/re…
Excellent piece by @mattfrendewey addressing ProPublica “special report” about whether its reporters could start a private school. Matt lays out all the misses in it.

Worth a read from @jltroyan_wv. Public school closures are complicated, and pointing to an anecdotal closure in a choice state doesn’t establish what caused it. The broader evidence and context matters.
1. **New paper**: Does private school choice cause public schools to close?
Using 3 decades of national school-level data, I find little evidence that choice broadly or immediately increases closure risk.

10. Important caveat: data end in 2020, before recent wave of universal programs.
Results better viewed as pre-pandemic benchmark, not last word on newer programs.
But across first 3 decades of modern private choice, couldn’t find evidence of broad, immediate closure effects.
11. Bottom line: A public school closure in a state with #schoolchoice does not, by itself, tell us choice caused the closure.
Policymakers should look at enrollment trends, demographics, capacity, finances, and other local factors.
