Pakistan’s civil servants — especially senior officers and judges — often look underpaid if you only glance at the basic salary. But the true cost to the taxpayer is frequently 5–10 times the visible cash figure once you properly cost the perks: free or heavily subsidised housing on prime land, official cars (plus drivers and fuel), unlimited utilities, medical reimbursements, security, and generous pensions that can stretch across generations. A Grade-22 officer can easily cost the government the equivalent of Rs 1.7 in 2019 (today over 3,5 million) million a month Judges frequently receive even richer packages — luxury homes, cars, and benefits that dwarf those of equivalent bureaucrats. Key takeaways from Nadeem ul Haque’s analysis: • Colonial-era compensation still rules: opaque perks instead of transparent, performance-linked cash pay
• Senior civil servants can receive up to 24× more total compensation than lower grades when housing, vehicles and medical benefits are fully costed
• 17,471 government houses in Islamabad alone sit on land worth Rs 1.45 trillion — assets that could fund mega-projects or cut debt
• Official vehicle fleets and dual transport allowances create massive waste
• 29 reform commissions since 1948 have tinkered with pay scales but left the perk system largely untouched
• Technical experts (engineers, economists, doctors) are marginalised while generalists dominate top posts
• Global success stories (Singapore, South Korea, Malaysia) show the way: monetise perks, slash bureaucracy, and link pay tightly to results The system breeds VIP culture, detaches officials from the public’s daily struggles, politicises the service, and locks up scarce public resources. The fix is clear:
Monetise the perks → pay well in transparent cash → introduce real KPIs and performance bonuses → rightsize the bureaucracy → free up land and vehicles for productive use. Read the full piece here:

"When money loses its moral compass, societies rot from the inside out." A timeless warning by Al Ghazali, 11th Century. At the time, the Abbasid and Fatimid Caliphates stretched from Spain to Iran, and were the most prosperous, cosmopolitan, and innovative states in the world. Yet, caliphs were beginning to hoard gold, merchants were beginning to cheat, and scholars were becoming arrogant. Distant provinces were growing listless. Within a hundred and fifty years of Al Ghazali's warning, the Fatimids were vanquished by Salahuddin Ayubi, and the Abbasids were overwhelmed and decimated by the Mongols. A society can survive poverty but not corruption. Corruption undermines trust. Without trust, trade and the economy suffer. Hoarding takes money out of circulation, and creates a cancerous dead weight. If rulers are corrupt, they tax the people aggressively. Merchants and the bureaucracy feel they too can cheat and take bribes. The economy declines, and social cohesion suffers. Moral money circulation is noble, where work not speculation is rewarded.

PAKISTAN HAS TO MANUFACTURE ITS WAY OUT OF POVERTY ------------------------------ Pakistan can trade its way to prosperity only if it has something competitive to trade. Services will be an important part of our future. IT, finance, logistics, professional services and tourism can grow rapidly. But for a country of Pakistan's size and population, services and trade alone are unlikely to provide the broad-based productivity growth, employment and export earnings required to escape the low-income trap. The fundamental problem is that Pakistan does not produce enough of what the world wants to buy. The comparison with our neighbours is instructive. India is often presented as an emerging economic success story. Yet India has struggled to build the manufacturing base required to employ its enormous workforce. According to the World Bank, manufacturing accounted for 13% of India's GDP in 2024. Vietnam, by contrast, was at 24%. Pakistan was also around 13%. The difference becomes even more interesting when one looks at Vietnam's economic model. About half of Vietnam's GDP and every second job, directly or indirectly, depends on exports. The World Bank attributes much of its extraordinary economic expansion over the past four decades to integration into global markets and manufactured exports. Vietnam is now trying to move from low-value assembly into higher-value manufacturing and services. India has built a formidable services economy. Vietnam has built a formidable manufacturing-export economy. Pakistan has yet to build either at sufficient scale. This is not an argument against services. It is an argument for production. Lee Kuan Yew understood this very early. In 1976, speaking about Singapore's industrial strategy, he said that the country wanted to become a centre for manufacturing high-quality machinery and equipment, and that its workers had to reach the standards of Europe, Japan and America. Mahathir Mohamad was equally explicit. In 1987 he said that Malaysia's primary commodities had seen their best days and that “the future lies in the production of manufactured goods.” He later put the employment argument even more bluntly: a rapidly growing population cannot find sufficient employment merely by producing raw materials; manufacturing can employ more people and grow more rapidly. There is also a strong economic case behind this. Nobel Prize-winning economist Dani Rodrik has shown that manufacturing has historically had a remarkable capacity for productivity convergence: Workers and firms in manufacturing can catch up with the productivity levels of richer countries much faster than is generally possible in other sectors, such as IT exports. That is the opportunity Pakistan is missing. Manufacturing is not simply about factories. It creates an ecosystem of engineers, technicians, suppliers, logistics companies, software developers, financiers, exporters and skilled workers. It forces standards, quality control, technology transfer and management discipline. And, importantly, it creates things that can be sold abroad. Pakistan therefore needs to stop thinking of industrialisation as a collection of isolated projects. We need an industrial strategy. Textiles should move towards higher-value garments and technical textiles. Agriculture should connect to food processing and agricultural machinery. Chemicals, fertilizer, cement and steel should become globally competitive. Engineering should move into automotive components, electrical equipment and machinery. Defence manufacturing should increasingly generate civilian technologies. Electronics, automation, AI infrastructure and advanced materials should become part of the longer-term industrial base. The objective should not be protection for inefficient industries. It should be competitive production for global markets. What we lack is sustained policy, competitiveness and the institutional discipline to turn these advantages into productive capacity.
