Serbia’s renewed territorial ambitions against the Republic of Kosova were laid bare once again this week when its Deputy PM, Ivica Dacic, declared at an election rally that the Serbian flag would “sooner or later fly over Prizren”, a city in southern Kosova. Such rhetoric reveals that Belgrade’s territorial ambitions are far from a thing of the past.
Just two days later, Milan Radoicic, wanted by Interpol over the Banjska terrorist attack he organized, appeared alongside Danilo Vucic at Aleksandar Vucic’s party rally in Kragujevac, where Vucic once again threatened the independence of the Republic of Kosova.
These are not isolated provocations. They expose the continuity of a dangerous political doctrine: territorial expansionism in rhetoric, and impunity for armed aggression in practice.
Serbia cannot claim to pursue peace and European integration while its senior officials openly challenge the sovereignty of the Republic of Kosova and the admitted organizer of the deadly Banjska terrorist attack remains at liberty, appearing publicly alongside the president’s family instead of facing justice.
The international community must unequivocally condemn these actions and demand accountability. The sovereignty of the Republic of Kosova is not negotiable, and neither is justice for the Banjska terrorist attack.

Since we first met, Kosova has delivered steady progress. Independent evaluators confirm our gains in democracy, rule of law, security and the fight against corruption. The Commission's own reports show no backsliding in any policy area. We are fully aligned with EU foreign policy, including every sanction against Russia, and we uphold the values of Article 2 of the Treaty on European Union.
By every measure, Kosova is freer, fairer, safer, more just and more prosperous than when we first met.
In December it will be four years since Kosova applied for EU membership. It is long overdue for the EU to deliver.

At today’s joint SEECP–CEI Working Lunch, I thanked 🇷🇴 FM @oana_toiu for convening an important discussion on the future of regional cooperation.
As we mark three years since the terrorist attack in Banjska, in which Kosova Police Sergeant Afrim Bunjaku was killed, I stressed that cooperation must be based on trust, equality and respect for sovereignty and territorial integrity. This is particularly important as our region and Europe face increasing hybrid threats and geopolitical pressures.
For the Republic of Kosova, regional cooperation should complement, never substitute, our shared European aspiration, while delivering concrete results through connectivity, trade, energy, digital cooperation, mobility and resilience.
Ultimately, these formats should be judged by what they deliver for our citizens. Our young people want opportunities, mobility and prosperity, and our responsibility is to create those opportunities here, in our region.

Today in New York, I met with EU High Representative Kaja Kallas.
We discussed the third anniversary of Serbia’s aggression and the terrorist attack in Banjska, where Kosova Police Sergeant Afrim Bunjaku was killed. Milan Radoicic and the other members of the terrorist group must face justice in Kosova.
We also discussed the first-instance judgment of the Kosova Specialist Chambers, and I expressed my deep concern over the mono-ethnic character of the court’s approach, as well as the erroneous verdict and unjust sentences against former KLA leaders. The legal process is not over, and we will remain engaged to seek correction on appeal.
I asked for the EU’s active support in processing Kosova’s EU membership application, submitted on 15 December 2022, and for Kosova to receive candidate status.
Kosova has fulfilled important standards. Our European path must be based on merit, democracy, the rule of law and equal treatment.

On the margins of the UN General Assembly High-Level Week in New York, I had the pleasure of meeting with Croatian Prime Minister @AndrejPlenkovic. Our conversation covered bilateral relations, regional developments, security and defense cooperation, Kosova’s European and Euro-Atlantic integration, and Kosova’s economic development. I also welcomed the cooperation between our Ministries of Justice in the case of Bajram Bajrami, who had been wrongfully detained and was released today.
Regarding the judgment of the Specialist Chambers, I emphasized the unjust asymmetry of responsibility for the war. We also addressed the issue of missing persons and the newly discovered mass graves in Kosova, as well as the difficulties caused by Serbia’s failure to open its archives. Another important topic was the continued administrative discrimination against Albanians in the Presheva Valley.
I highly value our strong defense and military cooperation with Croatia, as well as Croatia’s continued support for Kosova’s path toward the European Union, the Council of Europe, and deeper Euro-Atlantic integration. We also exchanged views on regional security challenges, Russia’s influence, and the need for closer cooperation among our countries and partners.

It was a pleasure meeting Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah of Kuwait on the margins of #UNGA81 in New York.
I thanked His Highness for Kuwait’s steadfast support for Kosova, which dates back to our darkest days. In 1999, when our people were brutally expelled from their homes, Kuwait stood with us. We have never forgotten this solidarity.
His Highness, in turn, thanked Kosova for its contribution to combating extremism in the Gulf region. Our Kosova Security Force has stood alongside its international partners in Kuwait as part of the Global Coalition against Daesh, reflecting our shared commitment to regional and international security.
As we mark 15 years of diplomatic relations, we discussed how to turn this historic friendship into a stronger economic partnership, with greater investment and cooperation in technology, defense, energy and other key sectors.
