That is the complete opposite of what she said. See essentially asked, why would the government want to remove nationwide injunctions because then it would have to represent itself in every jurisdiction that barred its action in that specific jurisdiction. So, instead of chasing a nationwide injunction once, the government would be tasked with chasing every single small individual ruling which would make its job particularly difficult. She was getting at the real issue, which is that the government does not want to listen to the courts. Plain and simple.
