Look at all the cars blown up.
That is not possible to do with a bunch of guys on motorcycles and paragliders running around with AK-47s.
This was done by Tanks and Apache Helicopters, by the IDF.
The Hannibal Directive is this:

Take out the enemy even if it puts your own people at risk, the logic being that this will save more lives of your own people with the enemy neutralized.
On Oct 7th the Hannibal Directive backfired... or maybe it did exactly what it was meant to do because it gave the excuse for the g-cide that happened afterwards.
