The problem, as the article has it, is that cities made big plans and didn't execute. When the rubber hit the road, plans were tossed out and NIMBYs and a conservative bureaucracy killed any actual road diets, bicycle lanes, or speed cameras in the crib. Sounds like land use! – at Los Angeles, CA

3 bad reasons to turn down modest housing near a transit station. And to make it even worse, the Zoning Board vote was actually 3-2 in favour, but State Law requires at least 5 yes votes to pass. Everything about this says the planning in this Boston neighbourhood is broken.
