This morning I joined Congressional leaders in meeting with President @ZelenskyyUA to discuss the urgent need for the US to end restrictions on Starlink and fully restore intelligence sharing to save Ukrainian lives from Russian strikes. By restricting these tools, the Trump Administration isn't just leaving Ukrainians out to dry, it's also endangering American diplomats and servicemembers stationed at our US Embassy in Kyiv. We must stand up to Vladimir Putin, and protect our people, and our Ukrainian allies.
Thank you, @SenBlumenthal and @SenThomTillis, for the opportunity to meet with you and your colleagues from both parties and both chambers of Congress. I informed them about Russia’s brutal “shahed” drone attack in the Kharkiv region, where Russia killed six people, including a mother and her child, who was just over a year old. I showed the horrifying photos from the scene – a child killed in a stroller… This is how Russia responds to sanctions waivers and reduced pressure.
I also explained where things stand with intelligence sharing and Starlink operations in Ukraine. Unfortunately, we received no early warning from our partners about the first wave of the Russian ballistic missile attack last night. And we still face speed restrictions on Starlink and Starshield services in different parts of the front. No explanation for either of these issues has been provided to Ukraine by the American side.
Our teams will follow up on everything discussed today. I thank everybody who participated in this call for their strong support.

Starlink disruptions are forcing Ukraine to cancel combat missions, compromising drone operations, frontline logistics, and defenses against Russian drones. When combined with reports that the US is threatening to stop sharing intelligence with Ukraine, it shows that President Trump is siding with Russia and that his decisions are causing more Ukrainians to needlessly die. The President must stop playing politics with Ukrainian lives, reaffirm support for Ukraine, and rescind this ‘diesel deal’ which only emboldens Putin and his war machine. United and transatlantic support for President Zelenskyy is critical.

All members of Black Spark are well aware that Putin has established a dictatorship in Russia, where everyone is at risk of persecution by the FSB, the Ministry of Internal Affairs, the Russian Guard, and other agencies. The repressive apparatus is operating at full capacity.
In this regard, our spokesperson, Igor Volobuev, raised the issue at the Warsaw Security Forum of providing protection to Black Spark participants and their families in EU countries, should the need arise.
Bartosz Grodecki, Head of the Polish National Security Bureau, and David O'Sullivan, the EU Special Representative for Sanctions, unanimously supported providing protection to members of the underground movement and their families, should it be necessary.
