The Local Government Finance Commission (LGFC) continues to engage political leaders across the country to strengthen ownership, oversight and accountability in the mobilisation of Local Government Own-Source Revenue (OSR) through the Integrated Revenue Administration System (IRAS).
Through political sponsorship outreach engagements in Hoima District, Kamwenge District and Kasanda District Local Government, the Commission is reinforcing the importance of political leadership in championing revenue enhancement reforms and supporting the effective use of IRAS.
These engagements emphasise that political leaders have a critical role to play in mobilising communities, promoting compliance, supporting enforcement and monitoring revenue performance. At the same time, revenue assessment, collection and management remain the responsibility of the designated technical officers.
By strengthening political commitment and institutional accountability, LGFC aims to support Local Governments to broaden their revenue base, reduce revenue leakages and mobilise more resources to finance essential public services and local development priorities.
The Chairperson of the Local Government Finance Commission (LGFC), Hon. Isaac Musumba, together with the Commission Secretary, Adam Babale, has handed over a motorcycle, a Point of Sale (POS) machine and an appreciation plaque to James Bedijo Okumu, the Chief Administrative Officer (CAO) of Moyo District Local Government in recognition of the district’s achievement as the third-best Local Government in revenue collection.
This recognition celebrates Moyo’s efforts in strengthening own-source revenue mobilisation and underscores the importance of effective revenue administration in building financially stronger Local Governments.
The LGFC continues to champion improved local revenue mobilisation, accountability and the use of technology to enhance revenue collection and management. These efforts are critical to expanding the fiscal space available to Local Governments to finance service delivery and respond to the needs of their communities.
Congratulations to Moyo District Local Government on this achievement. May this recognition inspire even greater progress in revenue performance and sustainable local development.

Day Two | Stakeholder Engagement on Revenue Enhancement
Hands Off, Eyes On.
On the second day of the stakeholder engagement on revenue enhancement, the Local Government Finance Commission (LGFC) emphasised the important role of political leaders in strengthening local revenue mobilisation.
Political leaders have a critical oversight and mobilisation role in local revenue enhancement, but should not directly engage in revenue collection. The principle is clear: Hands Off, Eyes On, provide leadership, mobilise communities, monitor performance and promote accountability while allowing authorised technical staff to undertake revenue administration and collection, said Hon. Mariam Nalubega, the Local Government Finance Commission's Vice Chairperson.
The engagement also highlighted the progress being made through the Integrated Revenue Administration System (IRAS). Kibaale District Local Government reported a significant increase in local revenue collections, from UGX 290 million to UGX 530 million following the adoption of IRAS, and expressed appreciation to LGFC for its continued technical engagement and support.
In his closing remarks, the Secretary for Finance, Kagadi, underscored the importance of strengthening collaboration between districts and their Town Councils. He called for continued advocacy to ensure that Town Councils contribute appropriately to district resources, strengthening the collective capacity of Local Governments to finance development and deliver services to citizens.
LGFC remains committed to supporting Local Governments to strengthen Own Source Revenue (OSR), improve accountability and build sustainable fiscal space for effective service delivery.

Strengthening Own-Source Revenue in Local Governments

Today, the Local Government Finance Commission (LGFC) convened leaders from 21 low-performing Local Governments for a capacity-building engagement on property rate administration and management.
The engagement provided a platform for Local Government leaders to examine where and how property rates can be effectively assessed and collected, while reviewing the legal and institutional frameworks that guide property rate administration.
Discussions also focused on the current implementation status, key challenges affecting property rate collection, and practical measures to improve performance. We are talking about the programme Conditional Grants Negotiations for the FY2027/28.
A team from the Local Government Finance function of the Local Government Finance Commission (LGFC) is in Namutumba District for an LED follow-up engagement, working with the Local Government to assess progress, identify emerging opportunities and support efforts to strengthen local economic activity.
For LGFC, Local Economic Development (LED) is an important foundation for building financially resilient and self-reliant Local Governments. As local enterprises grow, markets expand and economic activity increases, Local Governments have greater opportunities to broaden their Own Source Revenue base and generate resources to support essential services and local development priorities.
The follow-up provides an opportunity to engage with the Local Government, understand the progress and challenges in promoting LED, and identify practical opportunities for strengthening the connection between local economic growth, revenue mobilisation and improved service delivery.
LGFC remains committed to working with Local Governments to unlock local economic potential, strengthen Own Source Revenue mobilisation and advance equitable and effective financing of Local Governments.
