The EU now treats simply operating an investor-citizenship programme as grounds to suspend visa-free access. Alarmed leaders held an emergency meeting in Dominica last week, where Antigua's prime minister called the programme a critical pillar that cannot be scrapped without "viable, concrete and credible replacement revenues." The lesson is not that Caribbean citizenship is finished. It is that a passport priced near $100,000 was always going to draw the attention of the governments opening up their doors.
