In Muzaffarpur, Bihar, 5 MPLADS projects were approved for “Purchase of Books for Library.” Each sanctioned at ₹50 lakh. Together that’s ₹2.5 CRORE. At that scale, one would expect lakhs of books reaching government schools across the district. Library shelves overflowing, cupboards stacked, children surrounded by new learning material. But when you look at the photos uploaded as “proof of work,” a different picture emerges. A single cupboard, a few hundred books, many of them thin paperbacks and low-cost guides. Nothing close to what crores of rupees should deliver. The paperwork says ₹50 lakh per project. The ground reality shows something else entirely. And we are not even including all the other works under the same program.
