A market vendor with steady customers and daily income should be a bank's ideal client. In Peru, 85% of micro, small and medium businesses (MSMEs) never get that chance, no formal credit history means no loans, no insurance, nothing beyond cash in hand.
So what happens next? Many turn to informal lenders charging rates that trap them in debt instead of helping them grow.
Stephanie Maurissen, Project Director, breaks down how digital identity is changing that equation in just 2 minutes.

🚨THE ECB IS BUILDING A BRIDGE BETWEEN TOKENISED MARKETS AND CENTRAL BANK MONEY.
Project Pontes will connect DLT platforms directly to the Eurosystem’s TARGET/RTGS infrastructure, with initial launch planned for Q3 2026 and further upgrades from 2027.
The interesting part for crypto is interoperability: the ECB says Pontes is DLT-agnostic and designed to connect different market blockchains with traditional settlement rails.
We’ve already seen the Bank of England test @Ripple’s Interledger with RTGS, while @quantnetwork and @chainlink are now participating in the BoE’s Synchronisation Lab for linking central-bank money with external ledgers.
No $XRP, $QNT or $LINK role in Pontes has been announced but Europe is now building exactly the kind of interoperable financial infrastructure these networks have spent years targeting.

Clarity Act vote on September 15 may be America's last chance this decade?
On Tuesday, September 15, at 2:15 p.m. ET, the Senate will vote on whether the U.S. sets the standards for digital assets in the 2020s… or lets other nations beat us to it.
It's not about the final passage. It's cloture on the motion to proceed to H.R. 3633, the Digital Asset Market Clarity Act.
It will take 60 senators to even consider the legislation.
If that doesn't happen, the most comprehensive piece of crypto market-structure legislation Congress has ever written is likely “DEAD” for 2026.
Senator Cynthia Lummis thinks the next opportunity after that comes in 2030.
Why September 15 is not "just another vote"
Congress is not given endless opportunities to deal with a 616-page financial bill.
The House of Representatives adopted its version of CLARITY on July 8, 2025, by a 294-134 vote. In May 2026, the Senate Banking Committee voted on an amended bill 15-9.
The Banking and Agriculture committees completed a combined version of the Senate bill by July 22. Then came a month-long August recess.
Majority Leader John Thune sought cloture before the Congress adjourned, thus setting September 15 as the first procedural vote in September once the Senate convenes again.
But after September 15, the mid-term calendar sets in.
Floor time dwindles.
Campaigns make concessions less possible.
This is why Lummis has been clear about the price of failing to get the bill done this month: years of employment, investments, and tax revenues that won't wait for Washington to sort out its differences.
The issue the legislation actually attempts to resolve
The industry has been asking this question for years: who is in charge of which regulation?
CLARITY's approach is legislative taxonomy, not enforcement litigation. Digital assets are to be put into buckets.
- Decentralized “digital commodities” that derive their value from functioning blockchains will fall under the jurisdiction of the Commodity Futures Trading Commission (CFTC), even those in spot markets currently unregulated by the CFTC.
- Tokens still tied to a central organization, an issuance or capital-raising process, or management efforts will still fall under the jurisdiction of the Securities and Exchange Commission.
- Payment stablecoins will be regulated under the separate legislation known as the GENIUS Act.
- A maturity and decentralization certification will allow for networks to graduate out of the securities bucket as they mature.
That’s the core of the bill.
Wyoming as the working model
Lummis comes back to Wyoming repeatedly because it is one argument she can make based on real-world implementation rather than theory.
Wyoming established a legal framework for digital asset businesses at the state level years before Washington even considered the industry anything other than a law-enforcement headache.
Companies like Kraken took Wyoming as an excuse to establish themselves onshore.
Lummis's pitch is that the same logic: Setting a framework which keeps the builders within the country, is written into federal law with CLARITY.
The China line is a strategy and not just rhetoric
Lummis' statement that the Senate can “cede the future of finance to China” is not about Beijing adopting a copy of CLARITY.
Rather, she’s making a competitive argument that the country that builds a reliable market structure will capture listings, custody services, dollar-adjacent stablecoin infrastructure, and institutional flows.
Digital markets are cumulative, and once the pension funds, brokers, and payments companies are standardized within a jurisdiction, the cost of switching increases.
Spending another four years in regulatory uncertainty, with other governments licensing the activity, will make the “do-it-later theory” costly.
Later is expensive because the market share is being allocated now.
This is why the September vote is being presented as a national strategy, not some favor to crypto Twitter.
What Failure of Passage means…
Even if cloture is not achieved on September 15, the bill will not miraculously revive itself in November.
The midterm election cycle dominates the schedule.
With a new Congress in 2027, the bill could be started all over again, but that “restart” involves new chairs, new text, new hearings, and another multi-year process altogether.
Lummis’s 2030 prediction is the negative view of that timetable: not that Congress is precluded from legislating, but that comprehensive market structure legislation tends to be out of time after the incentive reset of an election cycle.
The SEC and CFTC have already taken steps towards joint interpretations, reclassifying certain assets as digital commodities.
Stablecoin regulation is already in law via GENIUS.
Businesses seek regulation because guidance changes every time a new chair takes over.
Those consumer advocates who don’t like portions of the CLARITY Act have to confront another issue:
Which is preferable, the current status of uncertainty about bankruptcy and enforcement, or an imperfect statute?

People are looking at Ethereum L2s in two very different ways.
Vitalik Buterin:
“Both of these facts… mean that the original vision of L2s and their role in Ethereum no longer makes sense, and we need a new path.”
“L1 does not need L2s to be ‘branded shards’, because L1 is itself scaling. And L2s are not able or willing to satisfy the properties that a true ‘branded shard’ would require.”
“If you create a 10000 TPS EVM where its connection to L1 is mediated by a multisig bridge, then you are not scaling Ethereum.”
Etherealize:
“L2s are the best business model in blockchain.”
“From the bank or asset manager perspective, people want to own their own businesses and maximize profits… We can get the security of Ethereum for virtually nothing, keep all of our operating margins to ourselves, and we’re attached to the liquidity of the largest ecosystem… That’s the best pitch out there. Instead of building your own blockchain, just build an L2 and hook it to Ethereum.”
Both views can be right.
But they are not saying the same thing.🤔
Etherealize CEO Vivek Raman: “L2s are the best business model in blockchain”
Raoul Pal explains his view of Layer 2s on Ethereum: “We just created excess capacity versus current usage, and it will accrue to the base chain over time.”
Etherealize co-founder Danny Ryan adds to this:
“I think it’s Ethereum’s favor to have massive optionality in this layer that inherits the security of Ethereum and enhances the network effects of Ethereum. We’re going to continue to work on how these things communicate, how they resolve state differences, and all sorts of stuff like that… But one of the reasons many years ago that Ethereum went all in on that was it was the only way to scale Ethereum without sacrificing the decentralization of the L1.”
Raoul emphasizes the importance of this point:
“People underestimate scalability because they have no understanding of the scale of the financial system. They have no understanding of the sheer amount of transactions that happen, the speed that it happens, and the value that transacts. People just think, ‘Oh tokenized equities.’ They have no idea of what is required… you have the DTCC, then you have Euroclear — there’s endless numbers of them. People don’t even talk about the derivatives markets. The OTC derivatives markets are another couple of quadrillion dollars. Then you have the FX markets. The FX markets themselves do another $5 trillion a day. These numbers are stupid.”
Etherealize CEO Vivek Raman comments:
“It’s just naive for people to think that all of global finance can live in one layer. But it can live in one multi-layer ecosystem that has interoperability, ZK, and is future proof, and that’s what Ethereum is. Zooming out, we’re at such an early stage of the adoption curve — the people who say ETH won’t accrue value aren’t seeing how big the market can get. The other thing too that got me to become a bit of a Layer 2 maximalist is that from the bank or asset manager perspective, people want to own their own businesses and maximize profits. My take is that L2s are the best business model in blockchain, and it’s not just me saying that. Robinhood said, ‘We can get the security of Ethereum for virtually nothing, keep all of our operating margins to ourselves, and we’re attached to the liquidity of the largest ecosystem out there with the most stablecoins and tokenized assets. That’s the best pitch out there. Instead of building your own blockchain, just build an L2 and hook it to Ethereum.”

This year, the EF is decreasing its budget by roughly 40%, which entails some difficult decisions. The goal of the decreases was set out in the Treasury Management Policy last year: the EF is transitioning into being a long-term-oriented endowment-based organization, shifting from its pre-2026 average of spending ~15% of its remaining funds each year, toward a post-2030 target of ~5% per year.
Often, when an organization goes through something like this, people try to pretend that nothing of great value was lost, that it is an efficiency increase, that the only people cut are unproductive dead weight, and everyone else stopped partying, studied the blade, entered cracked S-tier beast mode, and this was sufficient to make up for the downside. I will not try to pretend this. I respect my EF colleagues far too much to pretend that there was not much that is lost. They are brilliant people. They are dedicated engineers of whom some have worked on the Ethereum protocol for nearly a decade. They have brought a bright light to the Ethereum ecosystem with their code, their words, their warmth as human beings and their actions. My dearest hope is that they find a path that brings them fulfillment and happiness whether inside Ethereum or outside. Hopefully many will be able to bring their excellent talents and mindset to the wider Ethereum ecosystem, or the even wider CROPS world.
Instead, I will try to explain what *are* some of the grand sacrifices being made. The Ethereum Strawmap is no small thing. It is an extremely ambitious undertaking seeking to replace and augment almost every part of the protocol - consensus, proofs, privacy, account model, state, and more. This is the third iteration of Ethereum, in the same way that the Merge was the second, even if the shipping style is less Big Bang and more one-piece-at-a-time. On top of this, the EF is increasing its role in the Access Layer. We are not compromising on Ethereum being a Deeply Impressive protocol, something worthy of its place in a world with quantum computing, rockets to Mars and powerful biotech and AI, and capable of meeting the challenges that this era will bring.
Some of the deficit will be recovered through more work happening outside the EF. But not all. So what are the grand sacrifices that will enable a leaner effort to accomplish all of this? I will give a few examples (though far from an exhaustive list):
* The multi-client model will shift in the direction of multiple clients existing less for _redundancy_, and more for _specialization_. Up to this point, redundancy has been the main security strategy: if one client has a bug, if it has less than 33%, the chain keeps going and does not even stop finalizing. We are increasingly exploring moving more pieces of the protocol to a different security strategy: AI-assisted formal verification. Some smaller pieces of Ethereum (eg. BLS libraries) have worked this way already for a long time. But soon many more parts of Ethereum will likely function on this model. This may greatly reduce resource requirements of shipping a large number of EIPs. The resources saved by client teams can ideally instead be used to better serve different specialized user needs, including EF Access Layer goals.
* PSE (Privacy and Scaling Explorations) is winding down as a unit. The number of people working on ZKPs for privacy and scaling is probably as high as ever, but they are working less on "exploration" and more on *implementing* ZKP-based privacy and scaling into the Protocol and Access Layer
* Devcon will likely over time become smaller-scale, somewhat more spartan, much lower-deficit than previous years, in addition to other changes in vision in line with the Mandate.
* Fewer beyond-Ethereum megaprojects coming from EF. As I announced earlier this year, I am taking on some of the responsibility of doing projects in this category that I consider valuable with my personal funds.
* EF institutional work is reducing in scope, specializing more specifically on creating replicable test cases of highly CROPS-friendly deployments, even if at smaller scale.
These do not explain all departures; in some cases they do not explain departures at all and rather explain _reduced need for new spending_. But they are a large part of the strategy at play.
In the longer term, I personally favor a "soft lean-and-done" approach to Ethereum: once the Strawmap is completed, generally stick to security fixes and small high-value changes, and have a much higher bar for considering new feature additions to the protocol. This allows Ethereum to remain capture-resistant without demanding very large budgets. Learn less from multimillion-line-of-code behemoth projects, more from bitcoin.
The past years have been a challenging era for Ethereum. However, the ecosystem is adapting, both inside the EF and outside, and I am confident that Ethereum is very well-positioned to succeed and thrive.

🔹 Mainnet
🔹 L2s
🔹 Private Ethereum
All becoming comparable in real time.
