Now with that being said, if you ask me WHY this is occurring I could not for the life of me tell you. I have no idea. But this is just what I've discovered while tinkering with things.

Adding to this, check to see which encoder you're using in OBS. From what I can tell, if you're using any CPU-based encoder (ie, x264) it's best to keep Game Mode OFF. But if you're using any GPU-based encoder (ie, QuickSync) it's best to keep Game Mode ON.
