OP_CAT is the disabled Bitcoin Script opcode that concatenates two stack elements. Re-enabling it in Tapscript under BIP-347 is a low-complexity restoration of original functionality whose original denial-of-service vector is closed by existing limits, yet whose generality still forces a trade-off between useful covenants and open questions about fungibility, miner incentives, and protocol scope.
