Level 2 and 3 health facilities in Laikipia County play a central role in strengthening Primary Health Care (PHC) services and accelerating progress toward Universal Health Coverage. Financing and stronger governance are key pillars of the health system at these levels. The facilities receive PHC funds from the Social Health Authority (SHA) and an additional stream of funding from DANIDA. Prudent management of these funds to advance quality health services is the responsibility of facility in-charges. Today, IPF continued its county-focused technical assistance, working closely with the Department of Health in Laikipia County to deliver Authority to Incur Expenditure (AIE) training to facility in-charges. This knowledge and these skills will strengthen efficiency and translate into better health outcomes in the county.

Last year, IPF did an analysis focusing on Primary Health Care (PHC) facilities in Nakuru County. The analysis outlined that while many Level 2 and 3 facility In-Charges have strong medical and clinical training to manage the facilities, they also needed to strengthen their accounting and financial management skills. Since the operationalization of the Facility Improvement Financing (FIF) Act, the PHC Act, and the era of the Social Health Authority (SHA), facilities receive funds and therefore need strong financial systems and planning. These funds are controlled at the facility level. IPF and Nakuru County Government have designed a training module on the Authority to Incur Expenditure (AIE) that targets the facility managers. This week, we trained participants from Nakuru West sub-county, equipping them with knowledge and skills that would increase efficiency in the AIE process, as it's central to the actualization of identified priorities at the facility level.

Kitui County is currently developing its Finance Bill before it reaches the county assembly for debate and approval. It is therefore critical that this process incorporate citizens’ voices, including those of women, who are key actors in the county’s business and revenue ecosystem. Women traders’ input on the County Finance Bill is significant because it gives them an opportunity to examine the proposed fees, licenses, and charges. This week, IPF supported the County Government of Kitui in holding a public participation engagement with women traders. The engagement aimed to identify gender-specific barriers, improve fairness and affordability, and ensure that county revenue measures support, rather than constrain, women’s economic participation.

🔵 | Borrowers' Platform The debt crisis has crept up stealthily, but inexorably. The scale is enormous: developing countries’ aggregate external sovereign debt reached $12.3 trillion in 2025. Their borrowings are supposed to finance social and economic upliftment, infrastructure and climate resilience. Yet for many countries, financing intended to develop capacity ends up impinging on it. 🔵 | Podcast 🎬 | Episode 1: Understanding Kenya's tax system and how we can make it fair 💬 Despite economic progress, millions of Kenyans remain trapped in poverty and excluded from the benefits of growth. More than 3.6 million people live in extreme poverty, unable to afford even the most basic food needs, while the link between economic growth and poverty reduction continues to weaken. #TaxMdosiTufaidike Watch on YouTube ⤵️ youtu.be/EXxf5lhbtAw?si=ChSt…

Today, IPF joined Public Finance Management (PFM) stakeholders at the Public Finance Conference #PFM2026 convened by @bajeti_hub Kenya’s PFM framework is structurally sound on paper, yet it still faces severe implementation gaps. Government faces huge pending bills backlog and massive audit leakages continue to drain public resources and erode public trust. We see the government turn to aggressive tax extraction and high debt borrowing to cover these inefficiencies. This situation continues to increase burden on regular citizens who face a double burden: paying higher taxes while absorbing out-of-pocket costs for underfunded public services like health and education. There is therefore an urgent need for Kenya's PFM system to address these challenges.

Trust is an economic asset in every economy: mistrust carries a price in investment, trade and jobs. This October, Kenya will be hosting The Trust Summit 2026- a global dialogue, where Africa contributes leadership and solutions to a challenge the whole world shares. IPF is a excited to be part of this conversation. #TheTrustSummit #WeavingTrust #TrustSummit2026 #TTS2026
With only 16 days left, the deficit of trust still remains the defining governance crisis of our era. From public institutions and international diplomacy to market integrity and consumer protection, systemic mistrust erodes stability across every sector. The Trust Summit brings together governments, industry leaders, media, academia, and civil society under one mandate: move past rhetorical diagnosis to hard policy execution. Nairobi is where we re-anchor institutional legitimacy and re-engineer the social contract. Register now on bit.ly/4ttsreg #TheTrustSummit #TTS2026 #WeavingTrust

Kenya’s public debt has jumped by 358% in just over a decade. The real question is not just how much we owe, it’s how borrowing decisions are made, how funds are used, and whether there is accountability at the project and transaction level. Yesterday, we held a CSO Peer-to-Peer Engagement to discuss key findings from a public debt accountability study examining Kenya’s borrowing and debt management processes. Rather than focusing only on the size of the debt, the study looks at accountability across the entire financing lifecycle, from project appraisal and the choice of financing instruments, through borrowing, disbursement and implementation, to debt servicing and repayment. These findings provide an evidence base for strengthening public participation, monitoring borrowing decisions, following the use of debt-financed resources and engaging oversight institutions on public debt accountability. The engagement also sought to strengthen civil society coordination, evidence-based advocacy and institutional accountability on public debt, fiscal justice and public finance governance in Kenya. #PublicDebt #Accountability.

Estimates by Oxfam indicate that the introduction of a properly structured wealth tax could raise over USD 1 billion (KES 130 billion) annually in Kenya. These are resources that could be pivotal in enhancing public service delivery and reducing inequality. #TaxMdosiTufaidike

At the 14th Pan-African Conference on Illicit Financial Flows and Taxation #PAC2026 hosted by @TaxJusticeAfric the Tax Justice Network Africa (TJNA) in Dakar, Senegal, IPF had the opportunity to share best practices from its work on reducing inequalities through progressive taxation. 📑 IPF's work has generated research and, recently, a policy brief, which have been instrumental for policy engagements towards unlocking Kenya's domestic resource mobilization potential. Today, with a weak framework targeting High Net Worth Individuals (HNWIs) and wealth, Kenya continues to miss out on billions in revenue collection annually. These are significant resources that could have been used to provide essential services like health, education, and promote food security for a country with an already high public debt-to-GDP ratio ñwhere debt service crowds out public spending.
Are you at the 14th Pan-African Conference on Illicit Financial Flows and Taxation? #PAC2026 @TaxJusticeAfric 💬 IPF will be joining a panal hosted by @OxfaminAfrica to share best practices from our evidence based work on taxing High-Net Worth Individuals and wealth taxation in Kenya.

Kenya’s wealth inequality is widening. The top 10% of Kenya's population controls 62.8% of net personal wealth, while the bottom 50% collectively holds just 4%. Yet Kenya does not have an effective, enforceable system for taxing wealth. Existing taxes such as capital gains tax and rental income tax are often charged at lower rates than income tax and have failed to generate significant revenue. At the same time, wealth continues to accumulate among those at the top but the tax system fails to tax it effectively hence deepening inequality. Kenya needs a tax framework built on fairness and equity, one that more effectively captures wealth and ensures that those who own more contribute appropriately to the resources needed to build a more equitable society. #TaxMdosiTufaidike
