UPDATE: Former Public Works Undersecretary Roberto Bernardo named Sen. Ping Lacson when asked during the Sandiganbayan bail hearing of Leyte Rep. Martin Romualdez to identify a lawmaker who did not seek project allocations for kickbacks.
