Yes, they were there to scare the shit out of him, not to kill him. The sole objective was to send a chilling message and terrify every other celebrity into submission.
Actually executing him would have caused an uncontrollable political firestorm, exposing the fact that the gangster is running hit squads straight out of a prison cell in Modi's home state.
Once they kill a celebrity of Tiger's stature and connections, many celebrities will be forced to speak. That's a nightmare for people in power.
Sounds improbable but interesting.
Israeli military historian and medievalist Yuval Noah Harari: “We are the cows of the future... Just as cows cannot understand the financial system that controls their lives today, we will not be able to understand the AI financial system that will control our lives within 10 or 20 years.”
Harari does have a habit of trying to make the obvious into a drama and the possible, inevitable. This is the same guy who supported the WEF's assertion that humanity would, in the near future, 'own nothing and be happy'.

The Catholic priest who died after a crucifix fell on him was talking about how everyone will be dead one day and the importance of giving your life to God.
“Dear brothers and sisters, one day, all of us here will also die…” said Father Patricio Sánchez Molinari of Ecuador.
“Dear brothers and sisters, one day we will all die, and the time we spent on trivial things will prove far less meaningful than the time we invested in God,” he said again.
“The quality time we gave to Him, to our brothers and sisters, to our spouses, to our children, and to our families… That is time well spent, dear brothers and sisters.”
Just moments later, the crucifix fell on him and killed him.

“Let me die,” American photojournalist Heidi Levine repeats to journalists Jasper Nathaniel as they try to outrun masked Israeli settlers who attacked her on Friday while she covered the olive harvest in the West Bank village of Abu Falah, near Ramallah.
Around 80 settlers attacked Palestinian olive harvesters in the village, AP reported. The Palestinian Red Crescent said it treated six people injured in two attacks in Abu Falah.
Levine, a freelancer for the Washington Post, told the Committee to Protect Journalists that the settlers knocked her down and kicked her for at least 10 minutes, even after she identified herself as an American journalist. They stole her camera, phone and bag. She was eventually taken to a hospital in Ramallah.
"The IDF provided cover, with tear gas and machine guns, while the settlers beat" Levine "nearly to death," Nathaniel wrote, adding that soldiers then shot a Palestinian bystander and aimed their guns at and shoved paramedics trying to treat him. AP photos and circulating videos show Israeli soldiers standing over a wounded Palestinian man after they shot him.
Andrey X, an activist also at the scene, said a Palestinian man "saved our lives from the settler-terrorists who attacked the olive harvesters and journalists” armed only with a slingshot.
