Released as part of Bandai’s early One Piece card game in 2002, these “license” promos were distributed through competitive play, with different cards awarded for participation and tournament achievements.
The examples shown here range from a Chopper Pirate License awarded for five wins to Luffy Top 5 and tournament winner prizes. At the top is the Gold Roger Pirate King License, awarded as a National Tour winner prize.
dude this is just a piece of paper, don't expect it to be worth as much as the Hyper Battle First Stage (1999).

The 2027 worldwide release of the new Naruto TCG has already been announced, which means vintage cards are about to explode in value. 📈✨These are the earliest "PR-1 to PR-4" promo cards from the 2002-2003 Japanese Tournament. Distributed ONLY at official events over 20 years ago.Currently, the Japanese market price for these grails is still heavily undervalued compared to other vintage anime TCGs. Now is the absolute best time to buy before the global hype drives prices to the moon! 🕒🇯🇵#Naruto #NarutoCCG #AnimeCards #VintageTCG #NarutoCardGame
