I wanna do a March Madness style bracket competition where everybody votes for their favorite HTML tags but there are 111 tags in the first round, which at 4 options per poll is 28 twitter polls just for round 1, who is going to vote in that many polls?

The @htmlstandard is getting some amazing work done by @Timothy_Gu (fixing document.open() and thereby drastically simplifying the core architecture) and @zcorpan (defining the rendering of fieldset and legend elements and giving developers control over them). 🎉

Thanks so much to Donovan for this change and many other recent fixes! This closes out issue #173 (from 2015!) on the @htmlstandard, and makes the definitions of one of the more important types of attributes---enumerated attributes---much clearer. xitter.cf/htmlstandard/status/97…

Previously there was a rule that it fell back to the missing value default. This implicit behavior could be confusing, so instead we now state both for every enumerated attribute. Closes #173.
