I've dealt with a lot of banks over the years, and @Chime is by far the best one I've ever had. Getting paid 2 days early (sometimes more) is just the start of it, it only gets better from there. Switching banks is a pain in the ass, but it's worth it in this case.

This is a disgusting example of someone using the disabled to justify making life harder for the homeless. If you don't want homeless people in your cities, give them access to housing and the means to keep it. This helps no one, and no disabled person ever asked for this.
