This call for #Cubans to "partner discreetly with the CIA" reads as desperation from an administration that has run out of options. It also might get some Cubans killed. I think it's safe to assume some Cubans have been "partnering" with the CIA for more than 60 years. Has @SecRubio changed the incentive structure? Are results going to change?
