Over the weekend, Italy deployed 500 troops to put down a riot in Milan, resulting in 270 arrests. Most of them were minors, and it went from a protest to a riot in a single night. The demonstration was organized by someone. They met somewhere, they talked online somewhere, they developed a plan, and they recruited and mobilized people. All of that happened in the organizing phase, which is the absolute best time to disrupt a future riot.
