🚨NEW: A few notable developments in crypto today:
📌 @Ondo partnered with @BlackRock to launch three onchain investment portfolios using strategies developed by the asset manager. For now, they’re available only to eligible investors outside the U.S.
📌 @ARKInvest is tokenizing its venture fund on Ethereum with @Securitize.
📌 The @FederalReserve proposed two new stablecoin rules under the GENIUS Act. One sets out reserve, capital, custody and risk management requirements for issuers it supervises. The other lays out how banks it oversees can apply to issue stablecoins.
📌 @CFTC staff clarified that registered derivatives firms can hold certain customer investments as tokens and use blockchain records to meet federal recordkeeping rules.

The CFTC isn't waiting and neither is the future of finance. Blockchain doesn't need permission to keep building.
Yesterday's Senate vote changes nothing: the 2023 federal court ruling stands. XRP is not a security.
I stand ready to build.

My thanks go to everyone who put so much effort into the CLARITY Act— across the Administration, Congress, investors, and innovators. Our collective conviction that America must continue to lead is indispensable.
I have been unequivocal: with or without legislation, we will act decisively within the SEC’s statutory authority to deliver certainty for American investors and for the entrepreneurs shaping our technological future.
Stay tuned.

Today, the Clarity Act failed to advance in the Senate, a tremendous missed opportunity for American consumers, the digital asset industry, and U.S. competitiveness.
What it doesn't change: Ripple and $XRP stand on settled ground.
The Clarity Act may have fallen short, but the need for clear rules has not gone away. And neither has Ripple's commitment to helping build them. on.ripple.com/4AeG5CF

1/ This one stings. Our team gave everything we had to get the Clarity Act across the finish line. So did most of the industry. This was an opportunity bigger than Ripple or one company - we did this for the industry, for consumers and to cement the US’s position as the crypto capital of the world and as a leader in the future of finance. Ultimately, consumers and U.S. competitiveness got left behind.
2/ A post mortem needs to be done on why this failed (more from me on that in the days ahead). The politics of the democrats (the anti-crypto army) was elevated over good policy.
3/ There is still reason for optimism for crypto in the United States. Now, the SEC, under Chair Atkins, and the CFTC, under Chair Selig, will continue to work hard to issue rules to fill the legislative gap and we will continue to be actively engaged in that rule making process.
4/ Ripple's business has never been stronger — real demand across traditional finance and the digital asset ecosystem. A missed vote in Washington doesn't change our momentum, our global footprint, or our customers.

Don’t forget - Ripple and XRP stand on settled ground. The 2023 federal Court ruling established XRP is not a security.
And in March the SEC and CFTC issued a joint interpretation naming XRP a digital commodity. SEC Chairman Atkins and a CFTC Chairman Selig understand these markets. We expect future rulemaking from both agencies to continue to set out clear rules of the road.

🔥BREAKING: Wall Street successfully tests 5-second Treasury settlements on the XRP Ledger.
A new cross-border tokenized redemption pilot was just completed by a powerhouse lineup:

The demand for modern, always-on settlement infrastructure continues to grow.
@Mastercard’s support for $RLUSD and the XRP Ledger reflects growing demand for trusted digital assets and blockchain infrastructure that can power faster, more flexible settlement.
Today, Mastercard is announcing plans to expand settlement capabilities to include stablecoin, intraday, holiday, and weekend options, giving partners more choice in how and when transactions are settled. That means we’re:
✅ Enabling greater choice to settle in fiat or regulated stablecoins
✅ Improving liquidity management for time sensitive, cross border flows
We’re supporting settlement with @Circle’s USDC, @Paxos-issued stablecoins including USDG,USDP and @PayPal’s PYUSD, @Ripple’s RLUSD and @SoFi’s SoFiUSD across a range of supported blockchain networks including Arbitrum, @Coinbase’s Base, @CantonNetwork’s Canton, Ethereum, @0xPolygon, @Solana, @Tempo and XRPL. ARQ Finance, CBW Bank, @crossriverbank, @Lead_Bank and @Nuvei will be among the first to support.

State of XRP Q1 2026
Key Update: XRP’s utility continues to grow as XRPL’s feature set expands, particularly for institutional DeFi use cases such as RWAs, stablecoins, and decentralized liquidity. @XRPLF @Ripple
QoQ Metrics📊
• U.S. Spot ETF XRP holdings ⬆️ 2% to $775.4 million XRP (~1.3% of circulating supply)
• RLUSD market cap on XRPL ⬆️ 45% to $340M
• RWA market cap on XRPL ⬆️ 124% to $2.25B (now #4 among all networks)
• Average daily transactions ⬆️ 35% to 2.48M
Ongoing implementation of identity, compliance, and privacy features is also driving value to XRP, as increased institutional adoption on the XRPL means more operations using XRP (reserve requirements, transaction fees, asset bridging, etc.).

For too long, the SEC was at odds with new technology and innovation, pushing entrepreneurs offshore.
That era is over.
Under President Trump’s leadership, and alongside colleagues across the Admin and Congress, we are delivering much needed clarity to digital asset markets.

This means the Clarity Act will now be competing for floor time in June with reconciliation, FISA, as well as the housing bill that passed the House this week.
The reality of whether the Senate can get two major pieces of legislation done amid time constraints and competing priorities is beginning to set in, and the question of whether one will inevitably slip into July is now being asked.
There are four working weeks in June and just three in July before the August recess.
🚨🚨BREAKING NEWS: THE SENATE will go home until June, leaving the reconciliation bill unfinished.
THUNE just told senators in the room.
All because of the DOJ weaponization fund.
House is expected to follow suit soon.

This is the moment the crypto industry has been fighting for. A 15-9 bipartisan vote is a monumental outcome - and a clear signal that Washington gets it. Thank you @SenTimScott, @SenAlsobrooks, @SenBernieMoreno, @RubenGallego and all the members of the Senate Banking Committee for getting this done.
