"The state can acquire Bitcoin in three ways:
One would be, this would authorize us accepting Bitcoin for the payment of taxes, the payment of different government fees.
The other way is we would create a Bitcoin strategic reserve fund that the legislature could appropriate. So we could appropriate on a line item in each year's budget and say, we're going to put $100,000 or a million dollars, whatever it is at the legislature discretion. Here's some potential surplus revenues or revenues for a fund later down the road that we don't need to spend right now, rather than just let it sit and not get any return and then have to tax someone in the future to make up more money, it would give us the option of appropriating the money there and then letting it grow while we wait for the project to come to fruition.
The third way and probably the most common where the state would obtain it, is it becomes part of our investment portfolio. Right now there are very limited things that the treasurer who is tasked constitutionally with overseeing all the state's different funds and it prescribes different ways to invest it. He's very limited in options that, in where we can put money and it leads to us underperforming what most people get on the market. This would allow that crypto and Bitcoin can be one part of the investment strategy and will allow them to move, small chunks as the market demands into this potential. If it's not appropriate to do so, it leaves discretion with the treasurer's office like he currently has with investments to either do it, not do it. But I think the option should be there.
We see periods where we know Bitcoin is going up, right before the halving of the amounts and they add new Bitcoin into it. When we have these periods where we know it's about to take a bump, we should be able to have that option available for state funds. It's a smart way to make sure that Missouri is remaining competitive in the investment market and has other tools to make sure we are putting our funds and keeping our state funds, where they'll retain and grow value best." #moleg #bitcoin #BTCUSD

Yes I know, not your keys not your coins. But it is just easier for me to manage bitcoin the same way as equities and bonds. Also, not having to hassle with keys gives me peace of mind. I guess I am not a maxi anymore.

Rep. Ben Keathley Pushes Missouri to the Forefront with Bitcoin Reserve Bill
Jefferson City, MO – State Representative Ben Keathley (R-101st Dist.) has filed House Bill 1217, making Missouri the fifth state in the nation to propose a strong pro-Bitcoin bill. The legislation establishes a Bitcoin Strategic Reserve Fund, allowing the state treasurer to acquire and hold Bitcoin as a long-term asset, reinforcing Missouri's commitment to financial innovation. It also requires government entities to accept cryptocurrency for taxes, fees, and payments, expanding financial options for residents.
“With this bill, Missouri isn’t following—we’re leading,” said Keathley. “Bitcoin represents sound money and economic freedom, and our state should be at the forefront of this movement.” As states compete to attract Bitcoin innovation, HB 1217 positions Missouri as a national leader. The bill now moves to committee for further debate.
