Eller: Behövdes det en pandemi för att effektivisera - varför avgjordes inte fler mål tidigare? Skriver om bl a detta i en rapport som släpps i nästa vecka.
Tung analys... Men det som verkligen saknas här imo är internationell utblick. Finns ingen anledning för Sverige att halka efter, eller att uppfinna hjulet.
