Totally…the unions agreed to accept the independently assessed preferred bidder, which was SA. Instead world rugby still decided to hold a vote and suddenly it went to France. The ind assessed report was never meant as a guideline. It was supposed to be binding.

More than 1,000 children were kidnapped by #Russians in occupied #Mariupol, reports the #Ukrainian Foreign Ministry.
